【摘要】：民國時期處于中國社會的大變革時期，戰(zhàn)火紛繁，政局變幻，國力羸弱。在這樣復雜的條件下，中國圖書館事業(yè)卻發(fā)展迅速，可以說與民國時期頒布的各項圖書館法規(guī)不無密切關(guān)系。本文希望系統(tǒng)梳理民國時期制定的一系列圖書館法規(guī)的具體內(nèi)容，在敘述事實基礎(chǔ)上，，從業(yè)務管理理念和行政管理理念兩方面進行分析，進行抽象概括、總結(jié)民國時期圖書館法規(guī)的發(fā)展規(guī)律，并給予客觀地評價。從而揭示在特定時代背景下，圖書館法規(guī)在董事會制度、人事任免制度、館務活動及經(jīng)費分配制度等方面所做的努力和不足，以及圖書館法規(guī)在藏書建設、業(yè)務組織、平等服務和社會教育幾方面的真正內(nèi)涵。并為當前圖書館立法、執(zhí)法實踐中出現(xiàn)的諸多問題，尋找歷史根源，來豐富和完善近代圖書館學的內(nèi)容，促進圖書館事業(yè)的發(fā)展。期望給今天的圖書館立法帶來有益啟示。
[Abstract]:The period of the Republic of China was a period of great change in Chinese society. The war was numerous, the political situation was changing and the national strength was weak. Under such complicated conditions, China's library industry was developing rapidly. It can be said that the library laws and regulations promulgated during the Republic of China are closely related. This paper hopes to systematically comb the specific contents of a series of library laws and regulations formulated during the Republic of China period, and on the basis of describing the facts, This paper analyzes the concept of business management and administrative management, sums up the rules of the development of library laws and regulations during the period of the Republic of China, and gives an objective evaluation. The efforts and deficiencies of library regulations in the aspects of board of directors, appointment and removal of personnel, library activities and distribution of funds, as well as library laws and regulations in book collection construction, business organization, etc. The real connotation of equal service and social education. In order to enrich and perfect the contents of modern library science, we should look for the historical roots for the problems in the current library legislation and law enforcement practice. To promote the development of library cause. Expect to bring beneficial enlightenment to today's library legislation.
