【摘要】：借助住房公積金貸款支持保障性住房建設(shè),不僅提高了住房公積金的使用率,還推進(jìn)了保障性住房建設(shè)工作的開(kāi)展。但住房公積金支持保障性住房建設(shè)過(guò)程中,存在諸多的現(xiàn)實(shí)問(wèn)題,主要表現(xiàn)在公積金制度與公積金貸款支持保障性住房建設(shè)的實(shí)踐兩方面。通過(guò)國(guó)內(nèi)外理論研究與實(shí)踐可知,我國(guó)住房公積金貸款支持保障性住房建設(shè)應(yīng)進(jìn)一步改進(jìn),在各項(xiàng)措施全面落實(shí)的基礎(chǔ)上,我國(guó)的住房問(wèn)題將得到有效的解決,進(jìn)而利于我國(guó)社會(huì)的穩(wěn)定、經(jīng)濟(jì)的發(fā)展與綜合國(guó)力的提高。本文在分析國(guó)內(nèi)外文獻(xiàn)的基礎(chǔ)上,論述了住房公積金理論、保障性住房理論、住房公積金貸款支持保障性住房建設(shè)理論等理論基礎(chǔ)。分析了我國(guó)住房公積金貸款支持保障性住房建設(shè)的現(xiàn)狀,包括我國(guó)住房公積金管理情況,保障性住房建設(shè)情況,各大試點(diǎn)城市住房公積金貸款支持保障性住房建設(shè)情況,住房公積金貸款支持保障性住房建設(shè)的原因,我國(guó)住房公積金貸款支持保障性住房建設(shè)的必要性與可行性等。分析了我國(guó)住房公積金貸款支持保障性住房建設(shè)的法律問(wèn)題、管理問(wèn)題、回款問(wèn)題、安全問(wèn)題、配套政策等問(wèn)題。通過(guò)對(duì)先進(jìn)國(guó)家類似住房公積金支持住房保障的實(shí)踐,研究了我國(guó)可以借鑒的各國(guó)實(shí)踐經(jīng)驗(yàn)。最后提出了我國(guó)住房公積金貸款支持保障性住房建設(shè)的對(duì)策,包括完善法律法規(guī)、建立管理機(jī)制、加強(qiáng)回款管理、加大風(fēng)險(xiǎn)管理、落實(shí)配套政策等。
[Abstract]:The use of loans from the housing provident fund to support the construction of affordable housing not only improves the utilization rate of the housing accumulation fund, but also promotes the development of the construction of affordable housing. But in the process of supporting the construction of the affordable housing, the housing provident fund supports the construction of affordable housing. There are many practical problems, mainly manifested in the practice of provident fund system and provident fund loan supporting the construction of secure housing. Housing accumulation fund loans in China should be further improved to support the construction of affordable housing. On the basis of the comprehensive implementation of various measures, the housing problem in our country will be effectively resolved, thus contributing to the stability of our society. The development of economy and the improvement of comprehensive national strength. Based on the analysis of domestic and foreign literature, this paper discusses the theory of housing accumulation fund and the theory of indemnificatory housing. This paper analyzes the current situation of housing construction supported by housing accumulation fund loan in China, including the management of housing accumulation fund in China, the construction of affordable housing, and so on. Housing provident fund loans to support the construction of affordable housing in major pilot cities, and the reasons for the housing accumulation fund loans to support the construction of affordable housing, The necessity and feasibility of housing accumulation fund loan to support the construction of affordable housing, etc. This paper analyzes the legal problems, management problems, payback issues, safety problems of the housing accumulation fund loan supporting the construction of affordable housing in our country. Through the practice of supporting housing security by similar housing provident funds in advanced countries, this paper studies the practical experiences of other countries that can be used for reference in China. Finally, it puts forward the countermeasures of housing accumulation fund loans in our country to support the construction of affordable housing. It includes perfecting laws and regulations, establishing management mechanism, strengthening payback management, increasing risk management, implementing supporting policies and so on.
