【摘要】：為了詮釋多年來很多人和組織在踐行"安全第一"方針中出現(xiàn)的言行不一行為,更好處理安全與生產(chǎn)之間出現(xiàn)的矛盾,提高企業(yè)安全生產(chǎn)水平,本文運用歷史唯物主義和邏輯思維方法,考證了"安全第一"的由來及特征,分析了人和組織的多種需求與行為、安全的屬性和矛盾及其協(xié)同方法等問題。研究得出:當年提出的"安全第一"帶有一定的政治運動色彩和時代特征,在工業(yè)化初期和事故高發(fā)時期,強調(diào)"安全第一"的思想發(fā)揮了重要的作用;"安全第一"不是具體的工作方法,而是一種選擇、原則、意愿或理念,不能機械地理解和執(zhí)行"安全第一";"安全第一"不是從科學層面提出的,而是從實踐經(jīng)驗得來的,在生產(chǎn)中不可避免地會與實際工作發(fā)生沖突;人和組織同時都有多種多樣的需求和行為,個人或組織可以根據(jù)安全的狀態(tài)和各種需求的緊迫性采取相對合理的優(yōu)先行為;"安全第一"很難用標準尺度來衡量,在實際工作中需要科學靈活地處理安全與生產(chǎn)的對立統(tǒng)一關系,克服片面性,"+安全"思維是踐行"安全第一"的最好途徑和做法。
[Abstract]:In order to explain the behaviors of many people and organizations in carrying out the "safety first" policy over the years, we can better deal with the contradiction between safety and production, and improve the level of safety production in enterprises. By means of historical materialism and logical thinking method, this paper studies the origin and characteristics of "safety first", analyzes the various needs and behaviors of people and organizations, the attributes and contradictions of security and their cooperative methods, and so on. The study concluded that the "safety first" put forward at that time had a certain political movement and characteristics of the times, and it was in the early stage of industrialization and the period of high incidence of accidents. Emphasizing that the idea of "security first" plays an important role; "security first" is not a specific working method, but a choice, principle, will or idea, "Safety first" can not be understood and implemented mechanically, "safety first" is not put forward from scientific level, but comes from practical experience, and it will inevitably conflict with actual work in production. Both people and organizations have a variety of needs and behaviours at the same time, and individuals or organizations can take relatively reasonable priorities based on the state of security and the urgency of various needs; "security first" is difficult to measure by standard yardstick. In practical work, it is necessary to deal with the unity of opposites between safety and production in a scientific and flexible manner and to overcome one-sidedness. "Safety" thinking is the best way and practice to practice "safety first".
