【摘要】：21世紀(jì)是海洋的世紀(jì),向海洋發(fā)展日益成為世界沿海國家的基本國策,也是黨的十六大報告提出的一項重大戰(zhàn)略決策。這不僅因為海洋是人類生存的基本空間,而且在于海洋也是國際政治斗爭的重要舞臺,國際社會圍繞海洋權(quán)益的爭端從來就沒有停止過。當(dāng)前,我國海洋經(jīng)濟(jì)形勢和海疆安全形勢都面臨一些新的情況和挑戰(zhàn)。從維護(hù)我國整體利益、特別是"核心利益"的需要出發(fā),我們必須充分認(rèn)識并正視現(xiàn)實狀況,采取切實可行的措施,維護(hù)我國的海洋權(quán)益與海疆安全。
[Abstract]:21th century is the century of the ocean, and the development of the ocean is becoming the basic national policy of the coastal countries in the world, and it is also an important strategic decision put forward in the report of the 16th National Congress of the Communist Party of China, which is not only because the ocean is the basic space for the survival of human beings. What's more, the sea is also an important stage in international political struggle. The disputes over the rights and interests of the sea in the international community have never stopped. At present, China's marine economic situation and maritime security situation are facing some new situations and challenges. Proceeding from the need to safeguard our country's overall interests, especially the "core interests," we must fully understand and face up to the reality. To take practical measures to safeguard China's maritime rights and interests and maritime security.
