【摘要】：推進社會管理創(chuàng)新,逐步建立與社會主義市場經濟體制相適應的社會管理體系,是黨中央、國務院從維護社會穩(wěn)定、促進社會和諧的高度,為適應當前社會矛盾凸顯期的新形勢、新任務而做出的重大戰(zhàn)略部署。我國政法機關承擔著維護國家安全、化解社會矛盾、預防和懲治犯罪、維護社會公平、促進社會公正、服務改革發(fā)展的重要職責。在加強和改進社會管理、維護和促進社會穩(wěn)定和諧中擔負著重大政治使命和社會責任。社會管理創(chuàng)新是一項全新的系統工程,是黨和政府在新的歷史條件下重大的戰(zhàn)略部署,而實現社會管理創(chuàng)新,則是包括政法機關在內的各級黨政部門義不容辭的責任。社會管理創(chuàng)新需要政法機關的積極參與,而政法機關參與社會管理創(chuàng)新需要從自身職能定位出發(fā),努力化解社會矛盾,促進社會和諧,尋求在社會管理創(chuàng)新中促進政法機關職能的發(fā)揮和功能的完善。
[Abstract]:The promotion of social management innovation and the gradual establishment of a social management system adapted to the socialist market economy system is the height of the CPC Central Committee and the State Council in maintaining social stability and promoting social harmony. In order to adapt to the current social contradictions highlight the new situation, new tasks to make major strategic arrangements. China's political and legal organs are responsible for safeguarding national security, resolving social contradictions, preventing and punishing crimes, maintaining social justice, promoting social justice, and serving the reform and development. To strengthen and improve social management, maintain and promote social stability and harmony bear a major political mission and social responsibility. The innovation of social management is a new systematic project and a great strategic arrangement of the Party and the government under the new historical conditions. However, it is the unshirkable responsibility of the Party and government departments at all levels, including the political and legal organs, to realize the social management innovation. The social management innovation needs the active participation of the political and legal organs, and the political and legal organs' participation in the social management innovation needs to resolve the social contradictions and promote social harmony from the perspective of their own functions. Seek to promote the function of the political and legal organs in the social management innovation and improve the function.
