【摘要】：涉警網(wǎng)絡(luò)輿情涉及到社會(huì)中的每一個(gè)階層,處于不同階層的普通民眾在網(wǎng)絡(luò)這一平臺(tái)中針對(duì)社會(huì)事件發(fā)生各個(gè)環(huán)節(jié)所持態(tài)度和情緒的總稱,當(dāng)然,這種事件通常圍繞著公安機(jī)關(guān)或隊(duì)伍來展開,同時(shí)具有一定的中介性質(zhì)。筆者在本文中將以寧波公安為主要研究對(duì)象,通過觀察其處理涉警網(wǎng)絡(luò)輿情的情況來對(duì)不同種類的輿情進(jìn)行描述和分析,厘清各種輿情以及治理的概念。然后在此基礎(chǔ)上對(duì)近年來網(wǎng)絡(luò)輿情的發(fā)展走向進(jìn)行深刻的剖析,研究其具體的演變過程和特征,以期發(fā)現(xiàn)寧波公安在處理相關(guān)事件中存在的問題。本文在學(xué)習(xí)國(guó)外科學(xué)的處理模式,從理論和實(shí)踐兩個(gè)層面出發(fā)去探求最正確合理的輿情處理方式,為公安機(jī)關(guān)樹立優(yōu)秀的形象,提高自身的執(zhí)法水平和各方面的能力,使其在走向信息化的途中更加規(guī)范,保持警民關(guān)系和諧,最終維護(hù)全社會(huì)的穩(wěn)定前進(jìn)。本文由五個(gè)部分共同構(gòu)成:第一部分,緒論。這一部分主要對(duì)涉警網(wǎng)絡(luò)輿情的總體情況以及國(guó)內(nèi)外在該領(lǐng)域的研究現(xiàn)狀進(jìn)行介紹,同時(shí)對(duì)這項(xiàng)研究的目的和意義做出描述,點(diǎn)出研究的框架、思路和創(chuàng)新點(diǎn)。第二部分,以相關(guān)的評(píng)述為主要切入點(diǎn),使得涉警網(wǎng)絡(luò)輿情的發(fā)展路程顯現(xiàn)出來,總結(jié)出我國(guó)現(xiàn)階段該問題發(fā)展的具體特征,同時(shí)從其自身具有的分類和表現(xiàn)形式兩個(gè)角度出發(fā),分析其存在的價(jià)值與不合理之處。第三部分,以寧波市近期出現(xiàn)的涉警網(wǎng)絡(luò)輿情事件為例,找出公安機(jī)關(guān)在處理的過程中存在的諸多問題,并從體制和自身等層面分析這些問題出現(xiàn)的原因。第四部分,通過分析西方國(guó)家的相關(guān)理念來啟發(fā)我國(guó)在此方面的出路。第五部分,將寧波這一實(shí)際例證放到大的社會(huì)背景中,在矛盾凸顯的今天,涉警網(wǎng)絡(luò)輿情在處理過程中應(yīng)該堅(jiān)持怎樣的原則,建立何種機(jī)制保證自身的工作建設(shè)等,針對(duì)這一系列的問題進(jìn)行現(xiàn)實(shí)分析后提出相應(yīng)的解決措施,為實(shí)現(xiàn)民眾和公安雙贏做出微薄的貢獻(xiàn)。
[Abstract]:Police network public opinion involves every stratum in the society, the general name of the attitudes and emotions held by ordinary people in different strata in the network platform in view of the various aspects of social events, of course, This kind of event usually revolves around the public security organ or the troop, at the same time has the certain intermediary nature. In this paper, the author will take Ningbo public security as the main research object, through observing the situation of police network public opinion to describe and analyze different kinds of public opinion, clarify the concept of various kinds of public opinion and governance. Then on this basis the development trend of network public opinion in recent years is deeply analyzed and its specific evolution process and characteristics are studied in order to find out the problems existing in dealing with the related events in Ningbo public security. This article is studying the foreign scientific processing mode, from the theory and practice two levels to explore the most correct and reasonable public opinion treatment, for the public security organs to establish an excellent image, improve their own law enforcement level and the ability of all aspects. Make it more standardized on its way to information, maintain a harmonious relationship between the police and the people, and ultimately maintain the stability and progress of the whole society. This paper consists of five parts: the first part, introduction. This part mainly introduces the general situation of police network public opinion and the current research situation in this field at home and abroad, at the same time, describes the purpose and significance of this research, points out the research framework, ideas and innovative points. The second part, with the related comments as the main breakthrough point, make the development of public opinion involving police network appear, summed up the specific characteristics of the development of this issue at the present stage of our country. At the same time, it analyzes the value and irrationality of its existence from the perspective of its own classification and manifestation. The third part, taking the recent public opinion events involving police in Ningbo as an example, finds out many problems existing in the process of dealing with the police organs, and analyzes the causes of these problems from the aspects of system and itself. The fourth part, through the analysis of western countries related ideas to enlighten our country in this aspect. In the fifth part, the actual example of Ningbo is put into the big social background. Today, when the contradiction is prominent, what principles should be adhered to in the process of dealing with the network public opinion of the police involved, and what kind of mechanism should be established to ensure the construction of their own work, etc. Based on the practical analysis of this series of problems, the corresponding solutions are put forward to make a modest contribution to the realization of win-win situation between the public and the public security.
