【摘要】： 當前,正值我國社會轉(zhuǎn)型期,各類社會矛盾凸顯高發(fā),由此引發(fā)的群體性事件也呈上升趨勢,并導致社會治安形勢日趨復雜。公安機關(guān)基層民警由于在日常工作中,直接面對人民群眾,經(jīng)常要處理各類復雜的社會關(guān)系,因此常常被置于處理社會關(guān)系的風頭浪尖,因此受到了社會公眾的高度關(guān)注。近年來,一系列有損人民警察、公安機關(guān)形象事件的發(fā)生,使公安工作陷入了人民群眾不理解、不信任、不支持、甚至容易發(fā)生沖突的尷尬境地,公安機關(guān)正面臨著一場前所未有的形象危機。 筆者在基層公安機關(guān)工作多年,借做MPA畢業(yè)論文之際,希望在導師的指導下,通過運用公共管理的一些理論知識,對我國社會轉(zhuǎn)型期基層民警的形象塑造進行一些研究和探索,希望能為解決我國警察形象危機,樹立良好的警察形象,推進基層公安工作全面發(fā)展,提供一些理論支持和實踐指導。 本文共分五個部分。第一部分,介紹全文的研究背景,研究目的和意義以及主要研究內(nèi)容及創(chuàng)新之處;第二部分,對警察形象、警察形象危機的內(nèi)涵進行概述。概述警察形象、警察形象危機的內(nèi)涵、警察形象特征及功能以及警察危機的表現(xiàn)形式。第三部分,闡述了我國社會轉(zhuǎn)型期的特征,社會轉(zhuǎn)型期對我國警務工作的挑戰(zhàn),我國社會轉(zhuǎn)型期基層民警形象現(xiàn)狀及產(chǎn)生問題的原因進行分析。第四部分,闡述了支撐本論文的分析的兩個理論:新公共管理理論和危機管理理論,為下一章節(jié),警察形象塑造途徑探析提供理論依據(jù)。第五部分在前文分析的基礎(chǔ)上,探求我國社會轉(zhuǎn)型期基層警察形象塑造的方法和途徑。
[Abstract]:At present, during the period of social transformation in our country, all kinds of social contradictions are highlighted, and the group events caused by them are also on the rise, which leads to the complexity of the social security situation. The police at the grass-roots level of public security organs are often placed at the forefront of the social relations because they face the people directly in their daily work and often have to deal with all kinds of complicated social relations, so they are highly concerned by the public. In recent years, a series of incidents harmful to the image of the people's police and public security organs have caused the public security work to fall into an awkward situation in which the people do not understand, distrust, support, or even easily conflict. Public security organs are facing an unprecedented image crisis. The author has worked for many years in the grass-roots public security organs, and on the occasion of doing the MPA graduation thesis, I hope that under the guidance of my tutor and through the use of some theoretical knowledge of public management, I will do some research and exploration on the image shaping of the grass-roots police in the transitional period of our society. It is hoped that it can provide some theoretical support and practical guidance for solving the crisis of police image, setting up a good police image, promoting the overall development of grass-roots public security work. This paper is divided into five parts. The first part introduces the research background, research purpose and significance, the main research content and innovation; the second part, the police image, the connotation of the police image crisis are summarized. This paper summarizes the police image, the connotation of the police image crisis, the characteristics and functions of the police image and the manifestation of the police crisis. The third part expounds the characteristics of our country's social transition period, the challenge to our country's police work in the social transition period, the present situation of the image of our country's grass-roots police and the reasons for the problems. The fourth part expounds two theories that support the analysis of this paper: the new public management theory and the crisis management theory, which provides the theoretical basis for the next chapter, the police image shaping way analysis. The fifth part, on the basis of the previous analysis, explores the ways and means of shaping the image of the grassroots police in the social transition period of our country.
