【摘要】：社會穩(wěn)定風險是政治權威在未來遭受損害的不確定性。社會穩(wěn)定風險是社會風險的一種特定類型,可以區(qū)分為原生性社會穩(wěn)定風險與次生性社會穩(wěn)定風險。原生性社會穩(wěn)定風險是指政治權威由于內部因素如政治系統(tǒng)的衰敗、"民怨"的積聚等的影響直接受到人群怨憤情緒的威脅而產(chǎn)生的遭到損害的不確定性,次生性社會穩(wěn)定風險則是指政治權威由于外部因素如外來政治因素的入侵、自然災害的影響等而受到人群怨恨情緒的威脅而產(chǎn)生的遭到損害的不確定性。其他類型的社會風險在一定條件下可以誘發(fā)次生性社會穩(wěn)定風險。社會穩(wěn)定風險治理應當以原生性社會穩(wěn)定風險為主要對象,同時兼顧次生性社會穩(wěn)定風險。
[Abstract]:The risk of social stability is the uncertainty that political authority will be damaged in the future. Social stability risk is a specific type of social risk, which can be divided into primary social stability risk and secondary social stability risk. The primary social stability risk refers to the uncertainty that the political authority is damaged directly by the threat of the resentment of the crowd due to the internal factors such as the decline of the political system, the accumulation of "popular resentment" and so on. The risk of secondary social stability refers to the uncertainty that the political authority is threatened by the resentment of the crowd because of the invasion of external factors such as the invasion of external political factors and the influence of natural disasters. Other types of social risks can induce secondary social stability risks under certain conditions. The governance of social stability risk should take the primary social stability risk as the main object, and at the same time give consideration to the secondary social stability risk.
