【摘要】：自1986年至今,我國(guó)的普法教育事業(yè)已走過(guò)二十多個(gè)年頭,完成了六個(gè)五年普法規(guī)劃,回首過(guò)去,面對(duì)這些年來(lái)所取得的重大成果,我們無(wú)疑十分驕傲,在已經(jīng)進(jìn)入的“七五普法”進(jìn)程中,互聯(lián)網(wǎng)普法是個(gè)繞不開(kāi)的話題。網(wǎng)絡(luò)論壇的出現(xiàn),極大程度上豐富了信息的傳播以及人們對(duì)信息的獲取,并且已經(jīng)成為人們關(guān)注社會(huì)外部環(huán)境,輔助學(xué)習(xí)、生活、娛樂(lè)的重要工具;同時(shí),網(wǎng)絡(luò)論壇作為一種信息傳播和分享的平臺(tái),在影響和引導(dǎo)輿論方面也呈現(xiàn)出一些新的特點(diǎn)和規(guī)律,互聯(lián)網(wǎng)助力普法,將成為普法歷史中的嶄新一頁(yè)。但現(xiàn)今已有的互聯(lián)網(wǎng)普法樣態(tài)只關(guān)注到了互聯(lián)網(wǎng)作為一個(gè)渠道所具有的傳播功能,似乎沒(méi)有以傳播生態(tài)的改變來(lái)審視這場(chǎng)變革給普法帶來(lái)的機(jī)遇與挑戰(zhàn),互聯(lián)網(wǎng)改變了什么?這些改變又將怎樣的影響普法效果,而我們又將怎樣面對(duì)這些改變?本文旨在探討在互聯(lián)網(wǎng)改變新的傳播生態(tài)的前提下,普法創(chuàng)新的路徑應(yīng)當(dāng)怎樣規(guī)劃。先從第一部分以傳播模型的視角審視近三十年我國(guó)普法樣態(tài)的改變以引入互聯(lián)網(wǎng)普法現(xiàn)有機(jī)制及其不足;再以普法的傳播土壤為研究對(duì)象,分析我國(guó)現(xiàn)今互聯(lián)網(wǎng)傳播特點(diǎn),包括互聯(lián)網(wǎng)對(duì)傳播生態(tài)的改變,普法受眾的改變,然后分析最新互聯(lián)網(wǎng)趨勢(shì)特色及改變趨勢(shì);最后結(jié)合之前的互聯(lián)網(wǎng)普法環(huán)境分析與受眾分析,探究互聯(lián)網(wǎng)普法路徑創(chuàng)新。
[Abstract]:Since 1986, the cause of legal literacy in our country has gone through more than 20 years. We have completed six five-year plans for the popularization of law. Looking back on the past, we are undoubtedly very proud of the major achievements made over the years. In the process of "75-year-old law popularization", Internet law popularization is an inextricable topic. The emergence of Internet forums has greatly enriched the dissemination of information and people's access to information, and has become an important tool for people to pay attention to the external social environment, assist learning, life and entertainment; at the same time, As a platform for information dissemination and sharing, the network forum also presents some new characteristics and rules in influencing and guiding public opinion. The Internet will help to popularize law, which will become a new page in the history of law popularization. However, the current situation of Internet law popularization only pays attention to the communication function of the Internet as a channel. It seems that the change of communication ecology has not examined the opportunities and challenges brought by this change to the law popularization. What has the Internet changed? How will these changes affect the effectiveness of legal literacy, and how will we face them? The purpose of this paper is to discuss how to plan the path of law popularization and innovation under the premise of changing the new communication ecology on the Internet. First, from the perspective of the communication model, the author examines the changes in the mode of law popularization in China in the past 30 years in order to introduce the existing mechanism of Internet law popularization and its shortcomings, and then takes the spreading soil of law popularization as the research object to analyze the characteristics of Internet communication in China today. It includes the change of the Internet to the communication ecology, the change of the popularizing law audience, and then the analysis of the latest Internet trend and the changing trend. Finally, combining with the previous analysis of the Internet legal popularization environment and the audience analysis, this paper probes into the innovation of the Internet law popularization path.
