鄉(xiāng)鎮(zhèn)初級中學(xué)“七五”普法教育研究

【摘要】:我國青少年法治教育與全面依法治國的要求之間還存在一定差距,鄉(xiāng)鎮(zhèn)初級中學(xué)的法治教育更是法治教育的薄弱環(huán)節(jié)。法治認(rèn)知能力欠缺導(dǎo)致的校園暴力、校園欺凌、人身侵權(quán)事件時有發(fā)生。2016年是“七五”普法規(guī)劃的開局之年,2016年4月份,中共中央、國務(wù)院轉(zhuǎn)發(fā)了《中央宣傳部、司法部關(guān)于在公民中開展法治宣傳教育的第七個五年計劃(2016-2020年)》,對法治宣傳教育工作做出了具體部署和闡釋,明確提出“七五”普法教育的對象重點(diǎn)是領(lǐng)導(dǎo)干部和青少年。通知要求堅持從青少年抓起,把法治教育納入國民教育體系,引導(dǎo)青少年從小掌握法律知識、樹立法律意識、養(yǎng)成守法習(xí)慣。在普法教育開展過程中,鄉(xiāng)鎮(zhèn)初級中學(xué)的普法教育作為“七五”普法規(guī)劃的一部分,是“七五”普法規(guī)劃的重要組成部分。鄉(xiāng)鎮(zhèn)初級中學(xué)在普法教育中對法律的認(rèn)知和法治意識的構(gòu)建,為進(jìn)一步培育法治信仰打下基礎(chǔ)。本文按照“七五”普法教育的基本要求,結(jié)合鄉(xiāng)鎮(zhèn)初級中學(xué)現(xiàn)實(shí)狀況,討論鄉(xiāng)鎮(zhèn)初級中學(xué)普法教育從開展以來取得的成就和存在的不足,進(jìn)而探討解決鄉(xiāng)鎮(zhèn)初級中學(xué)“七五”普法教育問題的可行途徑。論文分為四個部分:第一部分為緒論,主要對研究背景、國內(nèi)外研究現(xiàn)狀、研究意義和研究方法進(jìn)行闡述,國內(nèi)外的文獻(xiàn)研究,為鄉(xiāng)鎮(zhèn)初級中學(xué)“七五”普法教育提供借鑒;第二部分,對普法教育、鄉(xiāng)鎮(zhèn)初級中學(xué)“七五”普法教育進(jìn)行概念界定,闡述“七五”普法規(guī)劃的任務(wù)和意義,區(qū)分鄉(xiāng)鎮(zhèn)初級中學(xué)“七五”普法教育中的主體和對象。主體和對象的區(qū)分是為了更好的在鄉(xiāng)鎮(zhèn)“七五”普法教育中明確劃分責(zé)任內(nèi)容,更好的落實(shí)鄉(xiāng)鎮(zhèn)初級中學(xué)“七五”普法教育的目標(biāo);第三部分,根據(jù)調(diào)研所得數(shù)據(jù),結(jié)合鄉(xiāng)鎮(zhèn)初級中學(xué)在普法教育開展以來獲得的經(jīng)驗,明晰普法教育取得的成就,闡述鄉(xiāng)鎮(zhèn)初級中學(xué)在“七五”普法教育中存在的形式主義、缺少后續(xù)應(yīng)用性、普法教育實(shí)效性不理想和青少年違法犯罪現(xiàn)象依然嚴(yán)峻的問題。辨析鄉(xiāng)鎮(zhèn)初級中學(xué)在“七五”普法過程中面臨的問題的原因,原因包括普法教育者法治意識不足、課程形式偏向應(yīng)試教育、鄉(xiāng)鎮(zhèn)中俗成的倫理道德沖突和心理健康監(jiān)護(hù)機(jī)制缺位,進(jìn)而探尋解決問題的途徑;第四部分,針對鄉(xiāng)鎮(zhèn)初級中學(xué)“七五”普法教育中存在的問題,提出提高普法教育認(rèn)知、創(chuàng)新普法教育方式、注重普法教育實(shí)效、完善普法教育機(jī)制的解決途徑,以便受教育者對教育內(nèi)容從知、情、意、信、行的維度加以把握,規(guī)劃鄉(xiāng)鎮(zhèn)初級中學(xué)的“七五”普法教育,使鄉(xiāng)鎮(zhèn)初級中學(xué)“七五”普法教育在教育認(rèn)知、教育內(nèi)容、教育形式和教育實(shí)踐中有所獲益,為青少年法治意識的知行合一創(chuàng)建良好平臺。通過本文可以了解普法在鄉(xiāng)鎮(zhèn)初級中學(xué)的開展現(xiàn)狀,及面對“七五”普法教育,在鄉(xiāng)鎮(zhèn)初級中學(xué)開展過程中面臨的問題,探知解決路徑,因而具有理論意義和實(shí)踐價值。
[Abstract]:There is a certain gap between China's juvenile rule of law education and the requirement of comprehensive country by law, and the rule of law education in township and township schools is the weak link of the rule of law education. Campus violence, campus bullying and physical abuse occur frequently due to the lack of cognitive ability of the rule of law.
