【摘要】：目的:構(gòu)建公立醫(yī)院運(yùn)行成本尤其是藥事服務(wù)成本補(bǔ)償機(jī)制。方法:運(yùn)用SWOT分析法,對(duì)公立醫(yī)院藥事服務(wù)費(fèi)政策優(yōu)勢(shì)與劣勢(shì)、機(jī)會(huì)與威脅進(jìn)行分析。結(jié)果:藥事服務(wù)費(fèi)政策具有體現(xiàn)臨床藥師勞務(wù)價(jià)值、合理補(bǔ)償藥事服務(wù)成本、促進(jìn)藥學(xué)服務(wù)能力提升、控制醫(yī)藥費(fèi)用不合理增長(zhǎng)等優(yōu)勢(shì),同時(shí)面臨催生某些不規(guī)范藥學(xué)服務(wù)行為的劣勢(shì)。藥事服務(wù)費(fèi)政策面臨諸多機(jī)遇,如:寶貴的試點(diǎn)經(jīng)驗(yàn)、藥學(xué)服務(wù)項(xiàng)目和標(biāo)準(zhǔn)的確立、藥品流通領(lǐng)域改革的正式啟動(dòng),同時(shí)社會(huì)公眾對(duì)藥學(xué)服務(wù)認(rèn)知程度偏低、藥事服務(wù)成本與定價(jià)機(jī)制尚未建立等也成為威脅因素。結(jié)論:實(shí)施藥事服務(wù)費(fèi)政策是一項(xiàng)系統(tǒng)工程,需依靠政府、醫(yī)院和社會(huì)共同推進(jìn)。
[Abstract]:Objective: to construct the compensation mechanism of operating cost, especially pharmaceutical service cost in public hospitals. Methods: SWOT analysis was used to analyze the advantages and disadvantages, opportunities and threats of drug service charge policy in public hospitals. Results: the policy of pharmaceutical service charge has the advantages of reflecting the labor value of clinical pharmacists, reasonably compensating the cost of pharmaceutical service, promoting the improvement of pharmaceutical service ability and controlling the unreasonable increase of medical expenses. At the same time, it is faced with the disadvantage of giving birth to some irregular pharmaceutical care behavior. The policy of pharmaceutical service charge is faced with many opportunities, such as valuable pilot experience, the establishment of pharmaceutical service items and standards, the formal launch of the reform in the field of drug circulation, the low awareness of pharmaceutical service by the public, and the fact that the cost and pricing mechanism of pharmaceutical service has not yet been established. Conclusion: the implementation of drug service charge policy is a systematic project, which needs to be promoted by the government, hospital and society.
