【摘要】：目的:為破除藥師"雙軌制"和完善我國的藥師制度提供參考。方法:通過回顧我國21年來關(guān)于藥師的法規(guī)規(guī)章,了解執(zhí)業(yè)藥師制度的實施現(xiàn)狀及存在問題。結(jié)果與結(jié)論:我國藥師管理法規(guī)體系不完善、不協(xié)調(diào)導致藥師認定的"雙軌制"長期存在,執(zhí)業(yè)藥師注冊率低、區(qū)域分布不均衡,國家執(zhí)業(yè)藥師資格考試與衛(wèi)生系統(tǒng)藥師考試報考條件不協(xié)調(diào),藥學教育與藥師培養(yǎng)不匹配,藥師的社會價值未能得到充分體現(xiàn)。建議盡快制訂《執(zhí)業(yè)藥師條例》,建立全國藥學專業(yè)技術(shù)人員統(tǒng)一、規(guī)范的執(zhí)業(yè)資格認定與職稱評審制度,推進執(zhí)業(yè)藥師分類注冊與考試制度改革,深化藥學教育與執(zhí)業(yè)藥師培養(yǎng)體制改革,合理有序、多措并舉引導執(zhí)業(yè)藥師配備,加強對執(zhí)業(yè)藥師及其工作的宣傳力度,以此推動國家執(zhí)業(yè)藥師資格制度與衛(wèi)生專業(yè)技術(shù)藥師任職資格制度并軌。
[Abstract]:Objective: to provide reference for breaking the two-track system of pharmacists and perfecting the pharmacist system in China. Methods: by reviewing the laws and regulations of pharmacists in China in the past 21 years, the present situation and existing problems of licensed pharmacists system were understood. Results & conclusion: the imperfect management system of pharmacists in China leads to the long-term existence of the "two-track system" recognized by pharmacists, the low registration rate of licensed pharmacists, the imbalance of regional distribution, the disharmony between the qualification examination of national licensed pharmacists and the examination conditions of health system pharmacists, the mismatch between pharmaceutical education and pharmacist training, and the failure to fully reflect the social value of pharmacists. It is suggested that the regulations on licensed Pharmacists should be formulated as soon as possible, that the national pharmaceutical professional and technical personnel should be unified, the standardized qualification identification and professional title evaluation system should be standardized, the reform of classified registration and examination system for licensed pharmacists should be promoted, the reform of pharmaceutical education and the training system of licensed pharmacists should be deepened, the equipment of licensed pharmacists should be guided in a reasonable and orderly manner, and the propaganda of licensed pharmacists and their work should be strengthened. In order to promote the national licensed pharmacist qualification system and health professional technical pharmacist qualification system.
