【摘要】：目的:為我國促進(jìn)高值救命藥全民可及提出政策建議。方法:通過查閱文獻(xiàn)和對知情人士訪談回顧分析泰國的醫(yī)療保障體系、基本藥物制度、醫(yī)療服務(wù)和藥品采購供應(yīng)體系、抗艾滋病藥可及性策略、藥品準(zhǔn)入機(jī)制、高值救命藥全民可及促進(jìn)策略及對我國的啟示。結(jié)果與結(jié)論:泰國響應(yīng)國際社會(huì)將治療重大疾病、療效確定、且臨床無可替代的高值專利藥納入基本藥物的理念,制定了國家基本藥物目錄高值藥特殊目錄和定期更新機(jī)制,建立了可持續(xù)的籌資和保障供應(yīng)體系,以衛(wèi)生技術(shù)評估服務(wù)于藥物政策,充分利用國際公約賦予發(fā)展中國家的合法權(quán)益,以國內(nèi)配套法律為依據(jù),通過國家談判和政府各部門間及與非政府部門的攜手努力,獲得了可負(fù)擔(dān)的價(jià)格。上述經(jīng)驗(yàn)對我國實(shí)現(xiàn)高值救命藥全民可及提供了一定借鑒。
[Abstract]:Objective: to put forward some policy suggestions for promoting the availability of high-value lifesaving drugs in China. Methods: Thailand's medical security system, essential drug system, medical service and drug procurement and supply system, anti-AIDS drug accessibility strategy, and drug access mechanism were analyzed retrospectively through literature review and interviews with informed persons. High-value lifesaving drugs are available to the whole people and their enlightenment to our country. Results & conclusion: in response to the international community's idea of integrating high-value patent drugs for the treatment of major diseases, the efficacy of which is determined, and the clinically irreplaceable high-value patent drugs, Thailand has developed a special list of high-value drugs and a mechanism for regular updating of the national catalogue of essential drugs. Establishing sustainable financing and security of supply systems, serving drug policy with health technology assessments, making full use of the legitimate rights and interests conferred on developing countries by international conventions and based on supporting domestic laws, Affordable prices have been obtained through national negotiations and joint efforts between government departments and the non-government sector. The above experience has provided some reference for the realization of high-value lifesaving drugs in our country.
