【摘要】：藥品復(fù)驗即藥品仲裁檢驗,是中國食品藥品檢定研究院(簡稱中檢院)的基本職能之一;作為我國藥品檢驗的最高仲裁機構(gòu),中檢院的服務(wù)面廣,受理復(fù)驗申請的范圍不僅包括國家級承檢藥品,也包括省市級藥品檢驗機構(gòu)所承檢的藥品,法律意義重大。中檢院藥品檢驗處作為藥品復(fù)驗申請的審核部門,在對相關(guān)法規(guī)仔細研究的基礎(chǔ)上,結(jié)合實踐經(jīng)驗,形成了5步工作程序,在有效減輕業(yè)務(wù)科室無謂工作量的同時,保持了零投訴,部分舉措被國家食品藥品監(jiān)督管理總局在修訂規(guī)章時采納。本文通過對多年申請情況進行研究,分析審核中存在的難點與爭議點,并提出解決對策,力爭從源頭把關(guān),有效地提高藥品復(fù)驗管理的工作效率,也提升監(jiān)管部門的公信力。
[Abstract]:Drug reinspection is one of the basic functions of the Chinese Institute for Food and Drug Control (CCPDA). As the highest arbitration institution of drug inspection in our country, the scope of service is wide. The scope of accepting the application for reinspection includes not only the national drug subject, but also the drug accepted by the provincial and municipal drug inspection agencies, which is of great legal significance. On the basis of careful study of relevant laws and regulations and combined with practical experience, the Drug Inspection Office of the Central Inspection Institute, as the examination department for drug re-inspection applications, has formed a five-step working procedure, which effectively reduces the unnecessary workload of the business departments at the same time. Zero complaints were maintained, and some of the measures were adopted by the State Food and Drug Administration when revising the regulations. Through the research on the application situation for many years, this paper analyzes the difficulties and controversies existing in the examination and verification, and puts forward some countermeasures to solve the problem, so as to effectively improve the efficiency of drug re-inspection management and enhance the credibility of the supervision department.
