【摘要】：目的:為藥監(jiān)部門加強(qiáng)藥品監(jiān)管工作提供參考。方法:收集2011-2015年連續(xù)5年國家藥品監(jiān)管統(tǒng)計(jì)年報(bào),采用文獻(xiàn)分析、內(nèi)容分析、對(duì)比分析、二次分析等方法對(duì)統(tǒng)計(jì)年報(bào)中有關(guān)藥品生產(chǎn)許可、經(jīng)營許可、廣告審批、中藥品種保護(hù)、藥品投訴、藥品案件查處等數(shù)據(jù)進(jìn)行分析。結(jié)果與結(jié)論:我國藥品生產(chǎn)企業(yè)和經(jīng)營企業(yè)數(shù)量逐年增加,但生產(chǎn)企業(yè)的增速有放緩趨勢(shì),而持證經(jīng)營企業(yè)中零售連鎖企業(yè)門店有超越零售單體藥店的趨勢(shì);相比批準(zhǔn)的藥品廣告數(shù)量的下降趨勢(shì),中藥保護(hù)品種數(shù)量的下降更為明顯;藥品投訴增加的同時(shí)并未引起查處的藥品案件數(shù)量的增加,反而呈下降趨勢(shì)。建議藥監(jiān)部門通過嚴(yán)格藥品生產(chǎn)經(jīng)營許可審批、改革藥品廣告監(jiān)管和中藥品種保護(hù)制度、加大藥品投訴和案件的查處力度、發(fā)揮媒體和群眾的輿論監(jiān)督作用,進(jìn)一步提升我國藥品監(jiān)管工作的質(zhì)量和效率。
[Abstract]:Objective: to provide reference for drug control department to strengthen drug supervision. Methods: the annual statistics of national drug supervision and control for 5 consecutive years from 2011 to 2015 were collected. The methods of literature analysis, content analysis, comparative analysis and secondary analysis were used to examine and approve the drug production license, business license and advertisement in the statistical annual report. Traditional Chinese medicine variety protection, drug complaints, drug case investigation and other data analysis. Results & conclusion: the number of drug manufacturing and management enterprises in China increased year by year, but the growth rate of manufacturing enterprises was slowing down, while the retail chain stores of licensed enterprises had the tendency of surpassing retail individual drugstores. Compared with the number of approved drug advertisements, the decrease of the number of protected varieties of traditional Chinese medicine is more obvious; the increase of drug complaints does not cause the increase of the number of drug cases, but a downward trend. It is suggested that drug regulatory departments should strictly approve and approve drug production and business licenses, reform the drug advertising regulation and the protection system of traditional Chinese medicine varieties, increase the investigation and handling of drug complaints and cases, and give play to the role of the media and the public in supervising public opinion. Further improve the quality and efficiency of drug supervision in China.
