【摘要】：醫(yī)療機(jī)構(gòu)制劑是市場(chǎng)藥品的良好補(bǔ)充,是防病治病的物質(zhì)基礎(chǔ)。目的：為了充分發(fā)揮四川醫(yī)藥資源及醫(yī)療市場(chǎng)的優(yōu)勢(shì),針對(duì)醫(yī)療機(jī)構(gòu)制劑發(fā)展不足,在深入調(diào)查研究的基礎(chǔ)上,提出醫(yī)療機(jī)構(gòu)制劑發(fā)展策略與措施,加快醫(yī)療機(jī)構(gòu)制劑發(fā)展,提高制劑質(zhì)量與水平,確保臨床療效,保障醫(yī)療的需求。方法：通過閱讀文獻(xiàn)資料和進(jìn)行相關(guān)政策咨詢,重點(diǎn)開展對(duì)醫(yī)療機(jī)構(gòu)及藥品監(jiān)管部門的調(diào)查與訪談,對(duì)調(diào)查信息進(jìn)行深入分析,以掌握制劑的優(yōu)勢(shì)與制約發(fā)展的因素,運(yùn)用經(jīng)濟(jì)學(xué)原理及管理學(xué)POWER-SWOT方法分析,篩選制劑發(fā)展的運(yùn)行策略,為四川醫(yī)療機(jī)構(gòu)制劑的持續(xù)發(fā)展提供科學(xué)依據(jù)。結(jié)果：通過調(diào)查研究、數(shù)據(jù)分析、咨詢與訪談的綜合研判,四川醫(yī)療機(jī)構(gòu)制劑發(fā)展中需要亟待解決的問題：制劑數(shù)量呈下降趨勢(shì)；中藥與化藥制劑發(fā)展不平衡；常規(guī)劑型多,創(chuàng)新新劑型少；低水平重復(fù)配制品種多,自主獨(dú)家配制品種利用率�。褐苿┑谋O(jiān)管不力等問題,成為制約四川醫(yī)療機(jī)構(gòu)制劑發(fā)展的主要因素。結(jié)論：依據(jù)調(diào)研結(jié)果分析和目前四川醫(yī)療機(jī)構(gòu)制劑發(fā)展內(nèi)、外部環(huán)境宏觀因素的優(yōu)勢(shì)和不足,運(yùn)用POWER-SWOT方法分析的結(jié)果表明,影響因素中優(yōu)勢(shì)與機(jī)會(huì)的組合分?jǐn)?shù)最高。根據(jù)SWOT分析法的原則,四川省醫(yī)療機(jī)構(gòu)制劑應(yīng)采取發(fā)揮優(yōu)勢(shì)和利用機(jī)遇的SO發(fā)展戰(zhàn)略。SO戰(zhàn)略是積極進(jìn)取的發(fā)展戰(zhàn)略,醫(yī)療機(jī)構(gòu)制劑應(yīng)當(dāng)充分發(fā)揮具有的優(yōu)勢(shì),抓住外部環(huán)境帶來的機(jī)遇,創(chuàng)造蓬勃發(fā)展的新局面,就應(yīng)該實(shí)施以下運(yùn)行策略：充分發(fā)揮四川中醫(yī)藥優(yōu)勢(shì),促進(jìn)制劑的創(chuàng)新與發(fā)展；調(diào)整醫(yī)療機(jī)構(gòu)制劑品種、劑型結(jié)構(gòu),以滿足醫(yī)療需求；采取科學(xué)的管理措施,規(guī)范配制行為,促進(jìn)發(fā)展；構(gòu)建制劑發(fā)展區(qū)域制劑中心,提升四川制劑的能力與水平；強(qiáng)化醫(yī)療機(jī)構(gòu)制劑監(jiān)督管理,確保制劑持續(xù)、健康發(fā)展。
[Abstract]:In order to give full play to the advantages of Sichuan ' s medical resources and medical market , the author puts forward the strategies and measures for the development of medical institutions , and puts forward the strategies and measures for the development of medical institutions .

Based on the analysis of the results of the investigation and the current situation of the development of Sichuan medical institutions and the macro - factors of external environment , the results show that the combination of advantages and opportunities in Sichuan medical institutions is the highest . According to the principle of SWOT analysis method , the formulation of medical institutions should give full play to the advantages and opportunities .
