【摘要】：藥品流通領(lǐng)域改革是我國"三醫(yī)聯(lián)動"改革的關(guān)鍵環(huán)節(jié)。改革政策的制定、推行必然導(dǎo)致利益再分配。因此,從各利益主體博弈的視角對其進(jìn)行評價,是全面理解改革過程中出現(xiàn)的非預(yù)期結(jié)果,從而科學(xué)決策政策走向,確保改革順利推進(jìn)的有效手段。本文通過梳理新醫(yī)改以來藥品流通領(lǐng)域改革政策及其研究文獻(xiàn),揭示現(xiàn)有研究存在的問題和不足,論證基于科學(xué)理論框架下的政策評價是判斷改革目標(biāo)是否實現(xiàn)的有力工具。將利益相關(guān)者理論和博弈理論引入藥品流通領(lǐng)域進(jìn)行政策評價,能夠?qū)?fù)雜的影響因素在其理論框架下科學(xué)量化,從而揭示政策效果的因果機制,對藥品流通領(lǐng)域改革政策有更清晰的解讀和總結(jié),為下一步政策走向提供科學(xué)合理的參考。
[Abstract]:The reform in the field of drug circulation is a key link in the reform of "three medical linkage" in our country. The formulation of reform policies, the implementation of which will inevitably lead to redistribution of interests. Therefore, it is an effective means to evaluate the stakeholders from the perspective of game theory, to understand the unexpected results in the process of reform, to make scientific policy decisions and to ensure the smooth progress of the reform. By combing the reform policy in the field of drug circulation since the new medical reform and its research literature, this paper reveals the problems and shortcomings of the existing research, and proves that the policy evaluation based on the scientific theory framework is a powerful tool to judge whether the reform goal can be achieved or not. Introducing stakeholder theory and game theory into the field of drug circulation for policy evaluation can scientifically quantify the complex influencing factors under its theoretical framework, thus revealing the causal mechanism of the policy effect. A clearer interpretation and summary of the reform policy in the field of drug circulation provides a scientific and reasonable reference for the next policy direction.
