【摘要】：藥品安全是總體國家安全觀和健康中國建設的重要內(nèi)容。新形勢下,以"發(fā)證—檢查—處罰"為特征的線性監(jiān)管模式已不適應要求,必須平衡監(jiān)管和產(chǎn)業(yè),從國家治理現(xiàn)代化高度統(tǒng)籌藥品安全工作。將藥品監(jiān)管納入基本公共安全服務范疇,推動醫(yī)藥產(chǎn)業(yè)供給側(cè)結(jié)構性改革,強化藥品安全風險治理。尤其是在"十三五"國家藥品安全規(guī)劃實施過程中,要把握好整體和長遠兩個維度,全面提升藥品安全現(xiàn)代化治理能力。
[Abstract]:Drug safety is an important part of the overall national safety concept and the construction of healthy China. Under the new situation, the linear supervision mode characterized by "license issuing, inspection and punishment" has not been able to meet the requirements. It is necessary to balance supervision and industry and coordinate drug safety work from the modernization of national governance. Drug supervision should be brought into the category of basic public safety service, promote supply-side structural reform of pharmaceutical industry, and strengthen drug safety risk management. Especially in the process of implementing the national drug safety plan of the 13th Five-Year Plan, it is necessary to grasp the whole and long term dimensions and to improve the ability of modern drug safety management in an all-round way.
