【摘要】：目的:為完善我國(guó)基本藥物集中采購(gòu)工作和量?jī)r(jià)掛鉤政策提供建議。方法:搜集基本藥物集中招標(biāo)采購(gòu)文件和文獻(xiàn),結(jié)合文獻(xiàn)研究和半結(jié)構(gòu)化訪談法設(shè)計(jì)調(diào)研問卷。通過問卷調(diào)研和電話訪談,分析我國(guó)基本藥物集中采購(gòu)中量?jī)r(jià)掛鉤政策實(shí)施相關(guān)影響因素。結(jié)果:量?jī)r(jià)掛鉤定義需明確藥品的劑型和規(guī)格,其主要影響因素有:采購(gòu)區(qū)域范圍、采購(gòu)的藥品類別、疾病與藥品替代性、采購(gòu)方式、采購(gòu)周期、回款時(shí)間和結(jié)算方式、采購(gòu)過程中的違規(guī)行為。建議:實(shí)施量?jī)r(jià)掛鉤,需明確預(yù)測(cè)采購(gòu)數(shù)量的主體和方式、營(yíng)造量?jī)r(jià)掛鉤價(jià)格合理形成的政策環(huán)境,取消藥品中標(biāo)價(jià)聯(lián)動(dòng)機(jī)制,嚴(yán)格執(zhí)行回款期限、統(tǒng)一結(jié)算方式,加強(qiáng)省級(jí)藥品采購(gòu)平臺(tái)的信息化建設(shè),并做好部分藥品量?jī)r(jià)掛鉤試點(diǎn)工作,為量?jī)r(jià)掛鉤的推廣奠定基礎(chǔ)。
[Abstract]:Objective: to provide suggestions for the improvement of the centralized procurement of essential drugs and the policy of volume-price linkage in China. Methods: to collect the documents and documents of centralized bidding and purchase of essential drugs, and design the questionnaire with literature research and semi-structured interview. By means of questionnaire investigation and telephone interview, this paper analyzes the influencing factors of the implementation of the policy of quantitative and price linkage in the centralized procurement of essential drugs in China. Results: it is necessary to define the dosage form and specification of the drug, and the main influencing factors are as follows: the area of purchase, the type of drugs purchased, the disease and drug substitution, the purchasing method, the purchasing cycle, the time of payback and the settlement method. Irregularities in the procurement process. Suggestions: it is necessary to clearly predict the main body and mode of purchasing quantity, to create a policy environment in which the quantity and price can be reasonably formed, to cancel the linkage mechanism of pricing in drugs, to strictly enforce the payback period, and to unify the settlement method. We should strengthen the informatization construction of the provincial drug purchase platform, and do a good part of the pilot work of drug quantity and price linkage, which will lay the foundation for the promotion of the quantity and price linkage.
