【摘要】：近年來,罕見病及其用藥等相關問題逐漸引起社會公眾和生物醫(yī)藥企業(yè)的關注。孤兒藥具生產成本高、目標市場小、價格昂貴等特點,能否將其納入到醫(yī)療保險體系中,體現出社會福利制度的公平性值得探討�；谒幬锟杉靶钥审w現醫(yī)療保險制度的社會福利公平性特點,本文對傳統(tǒng)疑難雜癥藥物納入到孤兒藥定義的相關問題進行了分析;具有中國特色的孤兒藥定義在激勵企業(yè)創(chuàng)新行為、研發(fā)活動體現臨床價值、有效補充醫(yī)療制度和中醫(yī)藥產業(yè)國際化進程中等方面具有積極推動作用。
[Abstract]:In recent years, a rare disease and medication related problems gradually aroused the concern of the public and the orphan contraceptives of biological pharmaceutical enterprises. The production cost is high, the target market is small, expensive, can be incorporated into the medical insurance system, reflect the fairness of worth of social welfare system. Social welfare fairness characteristics of drugs and can reflect the medical insurance system based on the traditional medicine into Difficult miscellaneous diseases issues related to the definition of orphan drugs were analyzed; the orphan drug definition has the characteristics Chinese in enterprise innovation behavior motivation, R & D activities reflect the clinical value, has a positive role in promoting the internationalization process of the medical system and the effective supplement of traditional Chinese medicine industry medium.
