【摘要】：目的:簡述中國麻醉藥品管理的歷史沿革及醫(yī)療機構麻醉藥品的管理,為臨床醫(yī)護人員了解我國麻醉藥品管理的歷史與現(xiàn)狀及其法規(guī)體系相關內涵變化提供參考。方法:通過查閱相關文獻,梳理我國麻醉藥品管理的相關法規(guī),探索我國麻醉藥品管理法規(guī)體系及醫(yī)療機構麻醉藥品管理內涵的變化。結果:我國麻醉藥品管理在管理體系上經歷了建國初期以"通令"、"指示"等行政管理手段為主導的管理模式到法制管理體系的建立等幾個不同階段;在管理內涵上堅持了"保證麻醉藥品在醫(yī)療、科研的合理使用及防止其流弊"兩條主線齊抓共管的管理宗旨;與此同時,《麻醉藥品管理條例》的歷次修訂其"使用"章節(jié)的內涵均有較大變化,主要體現(xiàn)在內容的擴展及管理理念的變化兩個方面。結論:麻醉藥品管理的相關法規(guī)隨時代的變化而不斷規(guī)范與完善,為確保麻醉藥品對所需患者的合理使用和防止其流弊發(fā)揮更大作用。
[Abstract]:Objective: to introduce the history of narcotic drug management in China and the management of narcotic drugs in medical institutions. Methods: by referring to the relevant literature, the related laws and regulations of the management of narcotic drugs in China were combed, and the changes of the contents of the management of narcotic drugs in the medical institutions and the system of the regulations on the management of narcotic drugs in China were explored. Results: the management system of narcotic drugs in our country experienced several different stages, such as "general order", "instruction" and other administrative means leading to the establishment of legal management system at the beginning of the founding of the people's Republic of China. In the management connotation, we insist on the management aim of "ensuring the rational use of narcotic drugs in medical treatment, scientific research and preventing its malpractice". At the same time, the connotation of the "use" section of the "Drug Administration regulations" has changed greatly, which is mainly reflected in two aspects: the expansion of the content and the change of the management idea. Conclusion: the related laws and regulations of narcotic drug management are constantly standardized and perfected with the changes of the times, which play a greater role in ensuring the rational use of narcotic drugs for patients in need and in preventing their disadvantages.
