【摘要】：一、衛(wèi)生警察、臨時(shí)檢疫機(jī)構(gòu)與吉林國境衛(wèi)生檢疫(建國前)。吉林國境衛(wèi)生檢疫萌芽于二十世紀(jì)初,解放前近半個(gè)世紀(jì),處于吉林國境衛(wèi)生檢疫的雛形期。在防治鼠疫與霍亂等惡性傳染病流行過程中,由政府組織的衛(wèi)生警察或臨時(shí)性衛(wèi)生防疫、檢疫機(jī)構(gòu),采取了一些具有現(xiàn)代意義的國境衛(wèi)生檢疫措施,如隔絕交通、隔離病人、清潔消毒等,在減少疫病流行、保護(hù)民眾健康,起到了一定的促進(jìn)作用。但是,由于近代吉林省經(jīng)濟(jì)貧困、政治腐敗、文化落后及有效防疫和檢疫體系整體缺失,無法有力應(yīng)對(duì)境內(nèi)外疫情傳入和傳播,近代吉林面臨的疫病威脅日益加劇,這嚴(yán)重影響了吉林人民的身體健康和生命安全,阻礙了社會(huì)的正常發(fā)展。 二、檢疫查驗(yàn)與濾過式吉林國境衛(wèi)生檢疫(1949-1978)。面對(duì)建國初期吉林省嚴(yán)峻的傳染病疫情形勢(shì),人民政府迅速在中朝口岸建立圖們、輯安等國境衛(wèi)生檢疫機(jī)構(gòu),制定衛(wèi)生檢疫法規(guī),實(shí)施以檢疫查驗(yàn)為主的現(xiàn)代衛(wèi)生檢疫措施,防止疫情傳入傳出。此時(shí)期,吉林國境衛(wèi)生檢疫事業(yè)在曲折中不斷發(fā)展。既有建立不久即在抗美援朝戰(zhàn)爭(zhēng)中發(fā)揮特殊作用的輝煌,社會(huì)主義建設(shè)時(shí)期衛(wèi)生檢疫的正規(guī)化,也遭到文化大革命的極大破壞。 三、傳染病監(jiān)測(cè)、衛(wèi)生監(jiān)督與監(jiān)測(cè)式吉林國境衛(wèi)生檢疫(1979-1999)。改革開放后,特別是上劃衛(wèi)生部直管以來,吉林國境衛(wèi)生檢疫堅(jiān)持與國際慣例接軌、與經(jīng)濟(jì)發(fā)展相適應(yīng)的原則,認(rèn)真貫徹執(zhí)行《國境衛(wèi)生檢疫法》及其《實(shí)施細(xì)則》,在以傳染病監(jiān)測(cè)與衛(wèi)生監(jiān)督為重點(diǎn)的軌道上奮勇前行,對(duì)于促進(jìn)改革開放,保護(hù)出入境人員健康,保障口岸安全發(fā)揮了重要作用。吉林國境衛(wèi)生檢疫事業(yè)也取得了全面發(fā)展,形成了以中朝沿線陸路口岸及長(zhǎng)春空港口岸為主的較健全的衛(wèi)生檢疫防控體系。 四、吉林國境衛(wèi)生檢疫的未來發(fā)展。簡(jiǎn)述百年歷史所取得的成就,并就未來發(fā)展進(jìn)行了初步探究。1.國境衛(wèi)生檢疫的發(fā)展必須適應(yīng)國家政治、經(jīng)濟(jì)、社會(huì)形勢(shì)。2.國境衛(wèi)生檢疫的涉外性決定其工作原則必須符合國際慣例。3.中央直屬管理是維護(hù)國境衛(wèi)生檢疫政令暢通的必行之路。4.國境衛(wèi)生檢疫離不開強(qiáng)大的科技支持。
