【摘要】：從數(shù)據(jù)供給的視角,探討國(guó)際上高價(jià)值數(shù)據(jù)開放的先進(jìn)經(jīng)驗(yàn),以期為我國(guó)構(gòu)建重點(diǎn)領(lǐng)域數(shù)據(jù)開放的保障機(jī)制提供借鑒和參考。選取美國(guó)、英國(guó)、歐盟和愛爾蘭為主要考察對(duì)象,查閱政府文獻(xiàn)和開放政府合作組織的相關(guān)報(bào)告,梳理具有共性的最佳實(shí)踐。各國(guó)為解決數(shù)據(jù)供給與需求之間的不匹配問題,紛紛將高價(jià)值數(shù)據(jù)優(yōu)先開放作為工作的核心,形成了較為完善的保障機(jī)制,包括政策與管理文件、發(fā)布流程等。對(duì)我國(guó)而言,在數(shù)據(jù)供給上應(yīng)注意避免"重開放、輕需求、低價(jià)值"現(xiàn)象,建設(shè)全生命周期的"優(yōu)先開放"的保障機(jī)制。
[Abstract]:From the point of view of data supply, this paper probes into the advanced experience of international high value data opening, in order to provide reference and reference for our country to construct the guarantee mechanism of data opening in key fields. The United States, the United Kingdom, the European Union and Ireland are selected as the main objects of investigation, to review the government literature and the relevant reports of open government cooperation organizations, and to sort out the common best practices. In order to solve the problem of mismatch between data supply and demand, many countries take high value data as the core of the work, and form a more perfect guarantee mechanism, including policy and management documents, release process and so on. For our country, we should avoid the phenomenon of "emphasizing opening, neglecting demand and low value" in data supply, and construct the guarantee mechanism of "priority opening" in the whole life cycle.
