【摘要】： 文化產(chǎn)業(yè)作為21世紀(jì)的“朝陽(yáng)產(chǎn)業(yè)”,具有科技含量高、消耗低、污染少、周期短、收益高、吸附就業(yè)能力強(qiáng)以及對(duì)其他產(chǎn)業(yè)連鎖正效應(yīng)大等特點(diǎn),對(duì)于落實(shí)科學(xué)發(fā)展觀具有“全方位”的重要意義。近年來(lái),長(zhǎng)沙縣文化產(chǎn)業(yè)發(fā)展雖然取得了長(zhǎng)足進(jìn)展,但從總體上看,長(zhǎng)沙縣文化產(chǎn)業(yè)還處在初期階段,整體實(shí)力不強(qiáng),產(chǎn)業(yè)結(jié)構(gòu)偏低,還有待大力開(kāi)發(fā)。無(wú)論是從縣域經(jīng)濟(jì)可持續(xù)發(fā)展的角度,還是不斷滿足人們?nèi)找嬖鲩L(zhǎng)的精神文化需求,關(guān)注長(zhǎng)沙縣文化產(chǎn)業(yè)發(fā)展都具有非常重要的意義。 本文首先對(duì)國(guó)內(nèi)外關(guān)于文化產(chǎn)業(yè)研究現(xiàn)狀以及發(fā)展趨勢(shì)進(jìn)行了綜述,闡述了文化、文化產(chǎn)業(yè)的定義,對(duì)文化產(chǎn)業(yè)的特征、文化產(chǎn)業(yè)的形成與發(fā)展條件以及文化產(chǎn)業(yè)在產(chǎn)業(yè)體系中的地位和作用進(jìn)行了分析,并對(duì)文化產(chǎn)業(yè)的一般發(fā)展模式和競(jìng)爭(zhēng)戰(zhàn)略理論、比較優(yōu)勢(shì)理論、SWOT分析法等基本理論進(jìn)行了綜述。 文章在介紹長(zhǎng)沙縣縣情,大量運(yùn)用統(tǒng)計(jì)和調(diào)查數(shù)據(jù)分析長(zhǎng)沙縣文化產(chǎn)業(yè)發(fā)展現(xiàn)狀的基礎(chǔ)上,運(yùn)用SWOT(即內(nèi)部的優(yōu)勢(shì)S、劣勢(shì)W,外部面臨的機(jī)遇O與挑戰(zhàn)T)分析法深入分析了長(zhǎng)沙縣發(fā)展文化產(chǎn)業(yè)已形成普遍共識(shí)且文化資源豐富、區(qū)位優(yōu)越、產(chǎn)業(yè)基礎(chǔ)好、經(jīng)濟(jì)發(fā)展勢(shì)頭強(qiáng)勁等優(yōu)勢(shì),同時(shí)也存在著文化企業(yè)規(guī)模偏小、產(chǎn)業(yè)層次偏低、科技基礎(chǔ)薄弱、人才資源相對(duì)短缺等劣勢(shì),分析了當(dāng)前國(guó)家良好的文化產(chǎn)業(yè)發(fā)展政策環(huán)境,文化消費(fèi)成為新的消費(fèi)熱點(diǎn),文化產(chǎn)業(yè)發(fā)展有利于改善產(chǎn)業(yè)結(jié)構(gòu)等良好的機(jī)遇,同時(shí)也面臨當(dāng)?shù)匕l(fā)展環(huán)境不優(yōu)、區(qū)域競(jìng)爭(zhēng)激烈、融資渠道不暢等嚴(yán)峻挑戰(zhàn)。 文章在SWOT矩陣分析的基礎(chǔ)上,提出長(zhǎng)沙縣文化產(chǎn)業(yè)發(fā)展的對(duì)策建議,確立新的文化經(jīng)營(yíng)管理服務(wù)理念,系統(tǒng)化、高新化、集約化文化產(chǎn)業(yè)發(fā)展的科學(xué)理念,增強(qiáng)加快發(fā)展的憂患意識(shí)；在加大財(cái)政投入,改善投融資,鼓勵(lì)文化消費(fèi),發(fā)展文化中介機(jī)構(gòu)等方面制定扶持政策；確立“凸顯一區(qū),打造兩線,構(gòu)建三園,發(fā)展多點(diǎn)”的整體空間布局；建立動(dòng)漫、印刷包裝、茶葉科技博覽園等發(fā)展文化產(chǎn)業(yè)集群；構(gòu)筑娛樂(lè)休閑、工藝美術(shù)、影視廣播等文化產(chǎn)業(yè)價(jià)值鏈經(jīng)營(yíng)格局。
[Abstract]:As a "sunrise industry" in the 21st century, cultural industry has the characteristics of high scientific and technological content, low consumption, less pollution, short period, high income, strong ability of adsorption and employment, and great positive effect on other industries. For the implementation of the scientific concept of development has a "all-directional" significance. In recent years, the development of cultural industry in Changsha County has made great progress, but on the whole, the cultural industry of Changsha County is still in the initial stage, the overall strength is not strong, the industrial structure is on the low side, and needs to be vigorously developed. Whether from the perspective of sustainable development of county economy or to meet the increasing spiritual and cultural needs of people, it is of great significance to pay attention to the development of cultural industry in Changsha County. This paper first summarizes the current situation and development trend of cultural industry at home and abroad, expounds the definition of culture, cultural industry, and the characteristics of cultural industry. The forming and developing conditions of cultural industry, the position and function of cultural industry in industrial system are analyzed, and the general development mode and competitive strategy theory of cultural industry are analyzed. The comparative advantage theory, SWOT analysis and other basic theories are summarized. On the basis of introducing the situation of Changsha County and using statistics and investigation data to analyze the present situation of the cultural industry development in Changsha County, With the analysis of SWOT (i.e. internal advantage, inferior position, external opportunity O and challenge T), this paper analyzes deeply that the development of cultural industry in Changsha County has formed a general consensus, with abundant cultural resources, superior location and good industrial foundation. At the same time, there are some disadvantages such as small scale of cultural enterprises, low industrial level, weak scientific and technological foundation, relative shortage of human resources and so on. This paper analyzes the current favorable policy environment for the development of cultural industry in the country. Cultural consumption has become a new consumption hot spot. The development of cultural industry is conducive to the improvement of industrial structure and other good opportunities. At the same time, it also faces severe challenges such as the local development environment is not good, the regional competition is fierce, the financing channel is not smooth and so on. Based on the analysis of SWOT matrix, this paper puts forward the countermeasures and suggestions for the development of cultural industry in Changsha County, and establishes a new scientific idea of cultural management, service, systematization, hi-tech and intensive development of cultural industry. To strengthen the sense of distress in speeding up development; to formulate supporting policies in such aspects as increasing financial investment, improving investment and financing, encouraging cultural consumption, and developing cultural intermediary institutions; and establishing "highlight one area, create two lines, and construct three gardens," Develop multi-point "overall spatial layout; establish animation, printing and packaging, tea science and technology expo garden and other cultural industrial clusters; build entertainment, arts and crafts, film and television broadcasting and other cultural industry value chain management pattern."
