【摘要】：國內(nèi)對作為刊物的評價(jià)指標(biāo)體系詬病頗多,但缺乏提出具體完善的評價(jià)體系措施。對期刊評價(jià)體系的主要指標(biāo)影響因子的優(yōu)缺點(diǎn)進(jìn)行分析,以國外期刊International Journal of Nonlinear Sciences and Numerical Simulation(IJNSNS)為例,通過分析其施引作者源和期刊源,揭示出一些人為操縱常見手段。近年來,國際上也流行一種更高級別的常用手段,通過發(fā)表大量引用本刊前兩年文章的綜述性論文來提高IF。IF本身的缺陷和人為操縱手段使之不能作為構(gòu)成評價(jià)體系的主要指標(biāo)來準(zhǔn)確地評判期刊質(zhì)量。為完善期刊科研評價(jià)體系,借鑒澳大利亞學(xué)術(shù)研究理事會(Australian Research Council)的專家評審過程,提出了專家評審綜合評價(jià)方案,即由學(xué)科專家、學(xué)術(shù)頂級機(jī)構(gòu)團(tuán)體,包括科學(xué)院、頂級學(xué)科團(tuán)體或相關(guān)學(xué)會以及其他評審專家組成,通過定性與定量分析相結(jié)合,對期刊綜合質(zhì)量進(jìn)行評估,目前評價(jià)體系中的IF等多項(xiàng)指標(biāo)只在定量分析中做參考。
[Abstract]:There are many criticisms on the evaluation index system as a publication in China, but lack of specific measures to improve the evaluation system. This paper analyzes the advantages and disadvantages of the main index influencing factors of journal evaluation system, taking the foreign journal International Journal of Nonlinear Sciences and Numerical Simulation (IJNSNS) as an example, by analyzing the source of cited authors and periodical journals, it reveals that some common means of manipulation are man-made. In recent years, there has also been a widespread international use of a higher-level instrument. In order to improve the defect of IF.IF itself and man-made manipulation means, it can not be used as the main index of evaluation system to judge the quality of periodicals accurately by publishing a large number of comprehensive papers quoting the previous two years' articles of this journal in order to improve the defects of the journal itself and the artificial manipulation means. In order to improve the evaluation system of journal scientific research, referring to the expert evaluation process of the Australian academic Research Council (Australian Research Council), this paper puts forward a comprehensive evaluation scheme of expert evaluation, which is composed of subject experts, top academic organizations, including the Academy of Sciences. Through the combination of qualitative and quantitative analysis, the comprehensive quality of periodicals is evaluated by the combination of top discipline groups or related societies and other evaluation experts. At present, IF and other indexes in the evaluation system are only used for reference in quantitative analysis.
