[ABSTRACT]  Under the circumstance of developing a socialist market economic system, the 15th National Congress of the CPC had stated “state-own-out and private-own-in”, which urged large-scale withdrawal of state-owned capital from full competition area. However, starting from 2008, under the influence of international financial crisis and the domestic economy cyclical adjustment, China's economy has emerged the phenomenon of “state-own-in and private-own-out”. This paper has analyzed on the two phenomena occurred in specific historic condition objectively, and put forward to take the theory of socialism with Chinese characteristics as guideline, and set the reform goal as economic recovery and domestic demands stimulation, promoting the relationship between the state-owned economy and private economy as mutual dependency.

一、 共同的背景——建立社會主義市場經濟體制

事情要追溯到1992年初，鄧小平先后到武昌、深圳、珠海、上海等地視察，并發(fā)表了一系列重要講話，后通稱南巡講話。講話針對人們思想中普遍存在的疑慮，重申了深化改革、加速發(fā)展的必要性和重要性，并從中國實際出發(fā)，，站在時代的高度，深刻地總結了十多年改革開放的經驗教訓，在一系列重大的理論和實踐問題上，提出了新思路，有了新突破，將建設有中國特色社會主義理論大大地向前推進了一步。鄧小平談話的中心是：堅定不移地貫徹執(zhí)行黨的“一個中心、兩個基本點”的基本路線，堅持走有中國特色的社會主義道路，抓住當前有利時機，加快改革開放的步伐，集中精力把經濟建設搞上去。
