【摘要】："網(wǎng)絡(luò)中立"的目標(biāo)是確保公民擁有一個(gè)公共平臺(tái)以促進(jìn)相互交流和溝通。圖書館是"網(wǎng)絡(luò)中立"的重要參與者和支持者。國(guó)外的圖書館員以及圖書館協(xié)會(huì)已經(jīng)開始倡導(dǎo)將"網(wǎng)絡(luò)中立"列為保護(hù)智識(shí)自由的目標(biāo)之一。北美圖書館協(xié)會(huì)參與"網(wǎng)絡(luò)中立"論爭(zhēng)的核心內(nèi)容主要聚焦于:權(quán)責(zé)歸屬中的顯性歧視、信息傳播中的隱性保護(hù)、政策制定者的過(guò)度干預(yù)、網(wǎng)絡(luò)使用中的權(quán)益分配、具體原則的模糊定義。中立性是圖書館職業(yè)的行動(dòng)指南和精神內(nèi)核,"網(wǎng)絡(luò)中立"是圖書館促進(jìn)智識(shí)自由和保障服務(wù)質(zhì)量的重要準(zhǔn)則。
[Abstract]:The goal of network neutrality is to ensure that citizens have a public platform to facilitate communication and communication. Libraries are important participants and supporters of network neutrality. Foreign librarians and library associations have begun to advocate for "network neutrality" as one of the goals of intellectual freedom. The core contents of NALA's participation in the debate of "network neutrality" mainly focus on: explicit discrimination in the attribution of power and responsibility, implicit protection in information dissemination, excessive intervention of policy makers, and distribution of rights and interests in network use. A vague definition of specific principles. Neutrality is the action guide and spiritual core of library profession, and "network neutrality" is an important criterion for library to promote intellectual freedom and guarantee service quality.
