【摘要】：黨的十八大特別是十八屆三中全會以來,我國地方政府對社會組織的發(fā)展扶持呈現(xiàn)出如火如荼的趨勢。文章認為,地方政府基于社會治理框架下設計出臺公益創(chuàng)投項目等實現(xiàn)對社會組織蓬勃發(fā)展的政策回應,是一個值得研究的問題�；趯ξ覈�15個副省級城市的公益創(chuàng)投政策文本的分析,通過對地方政府樣本及其扶持政策邏輯起點、治理績效邏輯、外部回應邏輯以及監(jiān)管邏輯等方面的探討,文章得出地方政府出臺公益創(chuàng)投扶持政策決策邏輯的理論解釋:既是政府內(nèi)部治理改革邏輯與社會體制改革邏輯的博弈產(chǎn)物,又是對社會組織發(fā)展、社區(qū)服務支持和社工人才三者之間聯(lián)動發(fā)展,實現(xiàn)"三社互動"的產(chǎn)物。
[Abstract]:The party's eighteen especially since the third Plenary Session of the 18th CPC Central Committee, China's local government for the development of social organizations to support the show like a raging fire trend. The article thinks that the local government based on social governance framework design introduction of venture philanthropy project to realize the social organization of the vigorous development of the policy response is a problem worthy of study. The analysis of venture philanthropy policy text of China's 15 sub provincial city based on the local government policies to support the sample and the logical starting point, governance logic, logic and logic in response to external supervision and discussion, the article draws a conclusion that the local government to explain venture philanthropy support policy decision logic theory introduction: game is a product of the government internal governance logic and the logic of reform the reform of the social system, and is the development of social organizations, community service and social support between the personnel of three linkage development, The product of the "three society interaction".
