社會資本視角下社會誠信建設研究

【摘要】：我國素以文明古國、禮儀之邦而著稱于世,中華民族歷來就有“誠信為本,一諾千金”的優(yōu)良品德,誠信在整個人類社會發(fā)展中起著非常重要的作用。隨著市場經(jīng)濟的發(fā)展,誠信不僅是個體應具備的道德品質(zhì),更是社會穩(wěn)定發(fā)展所必備的品質(zhì),誠信是市場經(jīng)濟的支柱,現(xiàn)代社會的基石,中華民族的復興之本。加強社會誠信建設,有益于經(jīng)濟健康地發(fā)展;促進政治領域的和諧,國家的安定團結(jié);推動和諧文化的建設。雖然自我國市場經(jīng)濟體制確立以后,社會重視誠信的弘揚與倡導,誠信建設取得了一些成就,但由于當代中國正處于由傳統(tǒng)社會向現(xiàn)代社會的轉(zhuǎn)型期,社會結(jié)構的轉(zhuǎn)型以及市場經(jīng)濟的不完善,帶來了顯著的社會變化,同時,新的倫理道德體系尚未被人們普遍認可,從而造成了社會道德領域的“真空”狀態(tài),社會矛盾和社會問題十分復雜。經(jīng)濟、政治、思想文化等領域存在誠信缺失的問題,這阻礙了社會的穩(wěn)定與發(fā)展,不利于和諧社會的建設,加強社會誠信建設迫在眉睫。為此,首要的是明確社會誠信缺失的成因,本文以帕特南的社會資本理論為基本視角,從社會資本的信任、規(guī)范、參與網(wǎng)絡三要素來審視社會誠信缺失的成因,主要有三方面:第一,人們之間信任度低,而導致人際交往中出現(xiàn)冷漠的關系,阻礙了社會的有效的合作與良性互動;第二,社會規(guī)范的不健全導致社會的混亂、無秩序,社會失范現(xiàn)象嚴重,阻礙了社會的和諧發(fā)展;第三,社會關系網(wǎng)絡未形成降低了個體抵抗風險的能力,同時也降低了個體之間的競爭力、參與政治生活的能力,阻礙了個體身心健康的發(fā)展。加強社會誠信建設,其目標是使信任、制度規(guī)范、社會關系網(wǎng)絡三者之間相互作用、相互影響成為一個有機的整體,形成良性循環(huán)的關系。為此,通過教育引導,將社會教育、家庭教育、學校教育三者之間成為合力,大力宣傳教育、樹立誠信典型,普及誠信意識,在無形中培養(yǎng)人的良好品德,增強人們之間的信任度;通過制度約束,建立健全與社會誠信建設有關的規(guī)章制度,完善社會誠信建設的法治體系,形成健全的社會規(guī)范,為社會誠信建設提供更加完備的制度的保證;通過大力發(fā)展公民橫向組織,加強人際之間的互動和認知,以拓寬公民參與網(wǎng)絡,進而為社會誠信建設提供重要的載體。
[Abstract]:China is famous for its ancient civilization and courtesy. The Chinese nation has always had the virtue of "honesty and credit", which plays a very important role in the development of the whole human society. With the development of market economy, honesty is not only the moral quality that individuals should possess, but also the necessary quality for the steady development of society. Honesty is the pillar of market economy, the cornerstone of modern society, and the foundation of the rejuvenation of the Chinese nation. Strengthening the construction of social honesty is beneficial to the healthy development of economy, promoting the harmony of the political field, the stability and unity of the country, and promoting the construction of the harmonious culture. Although since the establishment of market economy system in our country, the society attaches importance to the promotion and advocacy of honesty and credit construction has made some achievements, but contemporary China is in the transition from traditional society to modern society. The transformation of the social structure and the imperfection of the market economy have brought about remarkable social changes. At the same time, the new ethical and moral system has not been universally recognized by people, thus creating a "vacuum" in the field of social morality. Social contradictions and social problems are very complex. The lack of honesty in the fields of economy, politics, ideology and culture hinders the stability and development of the society, is not conducive to the construction of a harmonious society, and it is urgent to strengthen the construction of social honesty. Therefore, the most important thing is to make clear the causes of the lack of social honesty. This paper, from the perspective of Patnam's theory of social capital, examines the causes of the lack of social honesty from the three elements of social capital trust, standardization and participation in the network. There are three main aspects: first, the low level of trust among people leads to indifferent relationships in interpersonal communication, which hinders the effective cooperation and benign interaction of the society; second, the unsound social norms lead to social chaos and disorder. The phenomenon of social anomie is serious, which hinders the harmonious development of society. Third, the social network has not formed the ability to reduce the individual's ability to resist the risk, at the same time, it also reduces the ability of the individual to compete and participate in the political life. It hinders the development of individual physical and mental health. To strengthen the construction of social honesty, its goal is to make trust, institutional norms and social relations interact with each other to form an organic whole and form a virtuous circle. Therefore, through the education guidance, the social education, the family education and the school education become the resultant force, propagandizes the education vigorously, sets up the good faith model, popularizes the credit consciousness, trains the person's good moral character in the invisible, Strengthen the trust between people, establish and perfect the rules and regulations related to the construction of social honesty, perfect the legal system of the construction of social honesty, form a sound social norm, To provide a more complete system for the construction of social integrity, through the development of horizontal organizations of citizens, strengthen interpersonal interaction and cognition, in order to broaden the network of citizen participation, and then provide an important carrier for the construction of social integrity.
