【摘要】：互聯(lián)網(wǎng)技術(shù)自20世紀(jì)60年代問(wèn)世以來(lái),極大地推動(dòng)了人類(lèi)社會(huì)的進(jìn)步,正在深刻影響著人類(lèi)社會(huì)的生產(chǎn)生活方式。網(wǎng)絡(luò)空間是現(xiàn)實(shí)社會(huì)的延伸,隨著網(wǎng)絡(luò)空間的不斷發(fā)展壯大,意識(shí)形態(tài)安全問(wèn)題迅速擴(kuò)展至網(wǎng)絡(luò)空間。人們需要正確理解和準(zhǔn)確把握互聯(lián)網(wǎng)技術(shù)為人類(lèi)社會(huì)發(fā)展所帶來(lái)的機(jī)遇和挑戰(zhàn),正視復(fù)雜而嚴(yán)峻的網(wǎng)絡(luò)空間意識(shí)形態(tài)安全形勢(shì)。在互聯(lián)網(wǎng)時(shí)代,以美國(guó)為首的西方國(guó)家把現(xiàn)實(shí)社會(huì)中的“霸權(quán)主義”延伸至網(wǎng)絡(luò)空間,憑借經(jīng)濟(jì)和技術(shù)優(yōu)勢(shì),試圖壟斷作為“全球性資源”的網(wǎng)絡(luò)空間。當(dāng)前,擁有7億網(wǎng)民的中國(guó),需要?jiǎng)?chuàng)新發(fā)展互聯(lián)網(wǎng)經(jīng)濟(jì),推動(dòng)中國(guó)特色社會(huì)主義建設(shè),需要不斷凝聚社會(huì)共識(shí),為中華民族偉大復(fù)興創(chuàng)造良好的意識(shí)形態(tài)安全環(huán)境。本文運(yùn)用馬克思主義關(guān)于意識(shí)形態(tài)的基本理論,運(yùn)用馬克思主義的世界觀和方法論,立足當(dāng)前我國(guó)網(wǎng)絡(luò)空間意識(shí)形態(tài)安全面臨的新情況、新問(wèn)題,綜合運(yùn)用比較研究法、案例分析法、多學(xué)科研究法,研究新形勢(shì)下我國(guó)網(wǎng)絡(luò)空間意識(shí)形態(tài)安全建設(shè)的重大現(xiàn)實(shí)問(wèn)題。本文的主要內(nèi)容如下:第一,梳理馬克思關(guān)于意識(shí)形態(tài)的理論。馬克思意識(shí)形態(tài)理論是在對(duì)“德意志意識(shí)形態(tài)”在內(nèi)的一切唯心主義的批判過(guò)程中逐漸形成的。馬克思批判“德意志意識(shí)形態(tài)”停留在純粹的思想層面,指出作為“虛假的觀念體系”的意識(shí)形態(tài)將客觀現(xiàn)實(shí)與思想觀念相混淆、顛倒;作為“觀念上層建筑”的意識(shí)形態(tài)是現(xiàn)實(shí)社會(huì)在人的頭腦中的真實(shí)反映;作為“占統(tǒng)治地位的思想”的意識(shí)形態(tài)是指,在一定社會(huì)歷史條件下的統(tǒng)治階級(jí)或利益集團(tuán),為了實(shí)現(xiàn)自身思想觀念和社會(huì)經(jīng)濟(jì)發(fā)展基礎(chǔ)的緊密結(jié)合,形成的具有維護(hù)統(tǒng)治階級(jí)、社會(huì)集團(tuán)利益的思想觀念體系。第二,考察當(dāng)前我國(guó)網(wǎng)絡(luò)空間意識(shí)形態(tài)安全面臨的機(jī)遇和挑戰(zhàn)。不可否認(rèn),互聯(lián)網(wǎng)技術(shù)促進(jìn)了人類(lèi)社會(huì)的巨大發(fā)展,為網(wǎng)絡(luò)空間意識(shí)形態(tài)安全建設(shè)創(chuàng)造了難得的機(jī)遇,包括拓展意識(shí)形態(tài)建設(shè)空間,增加意識(shí)形態(tài)傳播渠道,創(chuàng)新意識(shí)形態(tài)工作方法。同時(shí),互聯(lián)網(wǎng)技術(shù)給社會(huì)主義意識(shí)形態(tài)建設(shè)帶來(lái)了前所未有的挑戰(zhàn),比如,歷史虛無(wú)主義、新自由主義、普世價(jià)值等社會(huì)思潮的網(wǎng)絡(luò)滲透日益嚴(yán)重,美國(guó)等西方國(guó)家試圖主導(dǎo)網(wǎng)絡(luò)空間的話(huà)語(yǔ)權(quán),頻繁發(fā)生的網(wǎng)絡(luò)事件容易升級(jí)為意識(shí)形態(tài)安全事件。本文緊緊圍繞社會(huì)主義與資本主義兩種道路的分歧、矛盾與沖突,從內(nèi)因和外因角度,分析我國(guó)網(wǎng)絡(luò)空間意識(shí)形態(tài)安全面臨挑戰(zhàn)的原因。第三,明確我國(guó)網(wǎng)絡(luò)空間意識(shí)形態(tài)安全建設(shè)的指導(dǎo)思想。在互聯(lián)網(wǎng)時(shí)代,馬克思主義在我國(guó)意識(shí)形態(tài)領(lǐng)域的指導(dǎo)地位只能加強(qiáng)和鞏固,不能放松和消解。當(dāng)前,我國(guó)正處于中華民族偉大復(fù)興的歷史新起點(diǎn),意識(shí)形態(tài)工作要為其“保駕護(hù)航”,維護(hù)意識(shí)形態(tài)安全、增強(qiáng)國(guó)家軟實(shí)力、建設(shè)網(wǎng)絡(luò)強(qiáng)國(guó)。為了實(shí)現(xiàn)這一目標(biāo),網(wǎng)絡(luò)空間意識(shí)形態(tài)安全建設(shè)必須遵循一定的原則。網(wǎng)絡(luò)空間主權(quán)是國(guó)家主權(quán)的重要組成部分,是國(guó)家主權(quán)在網(wǎng)絡(luò)空間的延伸和反映,因此,首先要維護(hù)網(wǎng)絡(luò)空間國(guó)家主權(quán)。同時(shí),堅(jiān)持黨管媒體原則,堅(jiān)持黨性與人民性的統(tǒng)一。第四,從治理和傳播兩個(gè)方面提出網(wǎng)絡(luò)空間意識(shí)形態(tài)安全建設(shè)的具體措施。一方面,網(wǎng)絡(luò)空間是全新的社會(huì)形態(tài),網(wǎng)絡(luò)空間意識(shí)形態(tài)安全需要與之相適應(yīng)的治理體系建構(gòu)。本文強(qiáng)調(diào)政府管理與社會(huì)自律、完善制度與改進(jìn)技術(shù)、國(guó)內(nèi)治理與國(guó)際合作的有效結(jié)合,提出包括國(guó)家治理、社會(huì)治理、全球治理等三個(gè)層面的治理途徑。另一方面,主流意識(shí)形態(tài)傳播是意識(shí)形態(tài)安全建設(shè)的重要內(nèi)容,主流意識(shí)形態(tài)的傳播效果,直接影響著國(guó)家意識(shí)形態(tài)的安全。在互聯(lián)網(wǎng)時(shí)代,意識(shí)形態(tài)的傳播環(huán)境、方式、內(nèi)容等發(fā)生了深刻變化,要求網(wǎng)絡(luò)空間主流意識(shí)形態(tài)的傳播必須尊重網(wǎng)絡(luò)空間意識(shí)形態(tài)的特性、遵循網(wǎng)絡(luò)空間意識(shí)形態(tài)的傳播規(guī)律。新形勢(shì)下,網(wǎng)絡(luò)空間主流意識(shí)形態(tài)的傳播主體建設(shè)、傳播話(huà)語(yǔ)建構(gòu)、傳播技術(shù)創(chuàng)新是決定網(wǎng)絡(luò)空間主流意識(shí)形態(tài)傳播效果的關(guān)鍵因素。網(wǎng)絡(luò)空間意識(shí)形態(tài)安全作為總體國(guó)家安全的重要組成部分,在鞏固政權(quán)和促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展中發(fā)揮著不可替代的作用。當(dāng)前,推進(jìn)網(wǎng)絡(luò)空間意識(shí)形態(tài)安全建設(shè),對(duì)于實(shí)現(xiàn)中國(guó)民族偉大復(fù)興有著特殊的重要意義。本文研究網(wǎng)絡(luò)空間意識(shí)形態(tài)安全問(wèn)題,這對(duì)于鞏固馬克思主義在意識(shí)形態(tài)領(lǐng)域的指導(dǎo)地位,推進(jìn)中國(guó)特色社會(huì)主義意識(shí)形態(tài)安全建設(shè),具有一定的借鑒意義。

Network space is an extension of the real society. With the continuous development and expansion of the network space, the problem of ideological security is rapidly expanding to the network space. Accurately grasp the opportunities and challenges that Internet technology brings to the development of human society, and face the complex and severe cyberspace ideological security situation. In the Internet era, the western countries, led by the United States, extend the "hegemonism" in the real society to the cyberspace, and rely on economic and technical advantages to monopolize the "whole" as "the whole". This paper focuses on the differences, contradictions and conflicts between the two roads of socialism and capitalism, and analyzes the reasons for the challenges facing the security of cyberspace ideology in China from the internal and external causes.
