【摘要】：當(dāng)前，黨中央和國(guó)務(wù)院做出了加強(qiáng)和創(chuàng)新社會(huì)管理的重要部署，這一方面對(duì)新時(shí)期思想政治工作的實(shí)效性提出了更高要求，同時(shí)也為思想政治工作的創(chuàng)新和發(fā)展提供了全新平臺(tái)、指明了發(fā)展方向。思想政治工作是一門(mén)科學(xué)，它的科學(xué)性不僅要體現(xiàn)在其指導(dǎo)思想層面，而且要落實(shí)到具體的實(shí)踐工作中。加強(qiáng)和創(chuàng)新社會(huì)管理是提高我國(guó)社會(huì)管理科學(xué)化水平的重要舉措，也是積極構(gòu)建社會(huì)主義和諧社會(huì)的必由之路。加強(qiáng)和創(chuàng)新社會(huì)管理工作離不開(kāi)思想政治工作的教化、協(xié)調(diào)、保證、整合和激勵(lì)等功能的有效發(fā)揮；思想政治工作也離不開(kāi)社會(huì)管理這個(gè)重要的實(shí)踐平臺(tái)。思想政治工作必須在新時(shí)期社會(huì)管理實(shí)踐中，進(jìn)一步增強(qiáng)其實(shí)效性，彰顯其時(shí)代價(jià)值。 任何一個(gè)社會(huì)的正常有序運(yùn)行都離不開(kāi)扎實(shí)有效的社會(huì)管理工作。社會(huì)的現(xiàn)代化程度與社會(huì)管理工作息息相關(guān)。中國(guó)共產(chǎn)黨在執(zhí)政后就開(kāi)始了探索社會(huì)主義社會(huì)管理的漫長(zhǎng)征程，在六十多年的社會(huì)管理中，我們有過(guò)成功的經(jīng)驗(yàn)，也經(jīng)歷過(guò)失敗的教訓(xùn)。特別是改革開(kāi)放之后，我們進(jìn)入建設(shè)社會(huì)主義市場(chǎng)經(jīng)濟(jì)的新時(shí)期。隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)的不斷發(fā)展，在社會(huì)領(lǐng)域也呈現(xiàn)出了相應(yīng)地變化，比如貧富分化加劇、群體性事件頻發(fā)、社會(huì)不信任增強(qiáng)、個(gè)體行為“逐利性”增強(qiáng)、宗教極端勢(shì)力沉渣泛起等，這導(dǎo)致社會(huì)的不和諧、不穩(wěn)定因素被“激活”、放大。當(dāng)前，，加強(qiáng)和創(chuàng)新社會(huì)管理就是針對(duì)這些社會(huì)問(wèn)題而提出的戰(zhàn)略舉措。加強(qiáng)和創(chuàng)新社會(huì)管理不僅需要體制、機(jī)制層面的改革，也需要細(xì)致入微的教育引導(dǎo)工作。黨的十七大報(bào)告，第一次提出“加強(qiáng)和改進(jìn)思想政治工作，注重人文關(guān)懷和心理疏導(dǎo)�！笔舜髨�(bào)告在此基礎(chǔ)上，進(jìn)一步指出要“培育自尊自信、理性平和、積極向上的社會(huì)心態(tài)�！边@就是黨的思想政治工作在新時(shí)期增強(qiáng)實(shí)效性、體現(xiàn)時(shí)代價(jià)值的發(fā)展方向。 思想政治工作的社會(huì)學(xué)范式研究始于上世紀(jì)90年代。進(jìn)入新世紀(jì)以來(lái)，我國(guó)的社會(huì)矛盾日益激化，社會(huì)沖突事件頻頻發(fā)生，積極構(gòu)建社會(huì)主義和諧社會(huì)已經(jīng)迫在眉睫。伴隨著加強(qiáng)和創(chuàng)新社會(huì)管理的戰(zhàn)略任務(wù)的提出，思想政治工作與社會(huì)學(xué)的交叉研究再次成為熱點(diǎn)。本文從拓展和強(qiáng)化思想政治工作社會(huì)管理功能的視角出發(fā)，綜合運(yùn)用文獻(xiàn)法、系統(tǒng)分析法和多學(xué)科交叉研究法等研究方法，從學(xué)理和實(shí)踐兩個(gè)層面深入分析思想政治工作社會(huì)管理功能的科學(xué)內(nèi)涵、歷史經(jīng)驗(yàn)教訓(xùn)、衍生問(wèn)題、強(qiáng)化策略等，以增強(qiáng)新時(shí)期思想政治工作的實(shí)效性。 思想政治工作社會(huì)管理功能研究具備客觀的理論基礎(chǔ)。思想政治工作與社會(huì)管理工作的實(shí)踐主體具有同一性，價(jià)值取向具有共同性，作用機(jī)制具有互補(bǔ)性，目標(biāo)指向具有一致性。思想政治工作的社會(huì)管理功能具體包括社會(huì)教化、社會(huì)調(diào)節(jié)、社會(huì)整合、社會(huì)規(guī)范和社會(huì)激勵(lì)等幾個(gè)方面。加強(qiáng)思想政治工作社會(huì)管理功能研究有利于推進(jìn)思想政治工作社會(huì)學(xué)范式研究，推進(jìn)思想政治工作的現(xiàn)代化轉(zhuǎn)型和社會(huì)管理事業(yè)的科學(xué)化發(fā)展。 發(fā)揮思想政治工作社會(huì)管理功能的社會(huì)實(shí)踐由來(lái)已久。中國(guó)共產(chǎn)黨在執(zhí)政六十多年的歷史進(jìn)程中，始終強(qiáng)調(diào)思想政治工作在社會(huì)建設(shè)中的“生命線(xiàn)”地位，強(qiáng)調(diào)發(fā)揮基層黨組織的“戰(zhàn)斗堡壘”作用，重視馬克思主義中國(guó)化內(nèi)容的社會(huì)闡釋?zhuān)匾暟l(fā)揮大眾傳媒的社會(huì)宣傳功能，重視發(fā)揮思想政治工作的利益協(xié)調(diào)功能，重視發(fā)揮榜樣的社會(huì)示范功能等。與此同時(shí)，我們黨也走過(guò)一些“彎路”，特別是在“文化大革命”時(shí)期，思想政治工作的社會(huì)管理功能發(fā)生了嚴(yán)重“錯(cuò)位”，造成惡劣的社會(huì)后果。從正反兩方面總結(jié)我們黨在發(fā)揮思想政治工作社會(huì)管理功能的經(jīng)驗(yàn)和教訓(xùn)對(duì)于進(jìn)一步強(qiáng)化其社會(huì)管理功能發(fā)揮具有積極意義。 西方國(guó)家雖然不采用“思想政治工作”這一名詞，但其所謂的公民教育、政治素養(yǎng)教育、政治社會(huì)化等都發(fā)揮著思想政治工作的功能。國(guó)外“思想政治工作”發(fā)揮社會(huì)管理功能經(jīng)歷了上百年的實(shí)踐，積累了諸多有益經(jīng)驗(yàn)，值得我們學(xué)習(xí)借鑒，比如強(qiáng)化思想政治工作的內(nèi)容體系建設(shè)，重視發(fā)揮大眾傳媒的社會(huì)宣傳作用，積極構(gòu)建多主體教育的社會(huì)宣教格局，強(qiáng)調(diào)灌輸滲透相結(jié)合的路徑建設(shè)等。 思想政治工作的社會(huì)管理功能發(fā)揮受到多種因素的綜合影響，深入剖析其影響因素是分析當(dāng)前存在的問(wèn)題以及解決問(wèn)題的必要前提。影響思想政治工作社會(huì)管理功能發(fā)揮的因素既有主觀因素，也存在客觀因素。主觀因素包括思想政治工作隊(duì)伍的結(jié)構(gòu)和素質(zhì)、工作對(duì)象的人格素質(zhì)結(jié)構(gòu)�？陀^因素包括思想政治工作的內(nèi)容、方法、載體和社會(huì)環(huán)境等。當(dāng)前制約思想政治工作社會(huì)管理功能發(fā)揮的原因包括：多元價(jià)值選擇的形成、社會(huì)結(jié)構(gòu)“松散化”日趨明顯、人員流動(dòng)性增強(qiáng)、個(gè)體行為逐利性凸顯、應(yīng)急管理思維的流弊、網(wǎng)絡(luò)虛擬社會(huì)的興起等。 進(jìn)一步強(qiáng)化思想政治工作的社會(huì)管理功能需要從理念原則、教育內(nèi)容、方式方法和機(jī)制建設(shè)等幾個(gè)層面著手。發(fā)揮思想政治工作社會(huì)管理功能首先要堅(jiān)持方向性原則、主體性原則、方法論原則和系統(tǒng)性原則等基本原則，還需要堅(jiān)持服務(wù)為主、管理為輔；科學(xué)性與價(jià)值性相統(tǒng)一；特殊性與一般性相結(jié)合等具體原則。擴(kuò)大思想政治工作的內(nèi)容覆蓋面，一方面要對(duì)傳統(tǒng)內(nèi)容進(jìn)行精簡(jiǎn)，另一方面需要增加時(shí)代內(nèi)容，比如中國(guó)特色社會(huì)主義教育、社會(huì)主義核心價(jià)值體系教育、新時(shí)期利益觀念教育等。強(qiáng)化思想政治工作的社會(huì)管理功能亟需增強(qiáng)其可操作性，比如通過(guò)思想政治工作引領(lǐng)黨委、政府、社會(huì)組織、人民群眾的社會(huì)管理理念實(shí)現(xiàn)根本性轉(zhuǎn)變；通過(guò)思想政治工作加強(qiáng)對(duì)流動(dòng)人口、特殊人群、未成年人、留守群體等特殊群體生存境遇的改善；通過(guò)思想政治工作提高對(duì)社會(huì)風(fēng)險(xiǎn)的應(yīng)急管理能力，建立重大決策防控機(jī)制，完善應(yīng)急管理的輿論處置機(jī)制等；通過(guò)思想政治工作推進(jìn)社會(huì)管理事務(wù)有序運(yùn)行，暢通利益訴求表達(dá)機(jī)制、建立信息搜處機(jī)制、健全矛盾糾紛協(xié)調(diào)機(jī)制、完善社會(huì)輿論引導(dǎo)機(jī)制、優(yōu)化民主參與決策機(jī)制等。
[Abstract]:At present , the Party Central Committee and the State Council have made important arrangements to strengthen and innovate the social management , which has put forward higher demands on the effectiveness of ideological and political work in the new period , and also provides a new platform for the innovation and development of ideological and political work .
The ideological and political work is inseparable from the important practical platform of social management . The ideological and political work must strengthen its effectiveness in the practice of social management in the new period , and show the value of its times .

With the development of the socialist market economy , we have entered into a new period of socialist market economy . With the development of the socialist market economy , we have entered into a new period of building a socialist market economy .

The sociological paradigm of ideological and political work began in the 1990 ' s . Since entering the new century , the social contradictions in our country have become more and more intense , the frequency of social conflicts has taken place , and the cross - study of ideological and political work and sociology has become a hot spot . This paper analyses the scientific connotation , historical experience and lessons , derivative problems and strengthening strategies of the ideological and political work social management function from the perspective of expanding and strengthening the social management function of the ideological and political work , so as to enhance the effectiveness of ideological and political work in the new period .

The research of the social management function of ideological and political work has an objective theoretical basis . The practical subjects of ideological and political work and social management have the identity , the value orientation has the commonality , the action mechanism has the complementarity , the goal points to have consistency . The Communist Party of China ( CPC ) has always stressed the role of ideological and political work in the construction of society and emphasized the role of " fighting bastion " of the grass - roots party organization , and emphasized the social propaganda function of the mass media , and attached great importance to the social demonstration function of the role model . At the same time , our Party has also passed some " curves " , especially in the period of " cultural revolution " , which has caused serious social consequences . From the two sides , we summarize the experience and lessons of our Party in the social management function of ideological and political work . It has positive significance for further strengthening its social management function .

Although western countries do not adopt the term " ideological and political work " , the so - called civic education , political accomplishment education , political socialization and so on all play the function of ideological and political work .
