【摘要】：當(dāng)前,跨境電子商務(wù)逐漸成為我國(guó)進(jìn)出口貿(mào)易的新興增長(zhǎng)點(diǎn)。縱觀各國(guó)各地區(qū)跨境電子商務(wù)發(fā)展,通關(guān)仍是影響跨境貿(mào)易便利化的最大壁壘,尤其是通關(guān)過(guò)程中的檢驗(yàn)檢疫監(jiān)管環(huán)節(jié)。目前,我國(guó)大部分跨境電子商務(wù)試驗(yàn)區(qū)貨物檢驗(yàn)檢疫通關(guān)仍使用傳統(tǒng)進(jìn)出口貿(mào)易監(jiān)管方法。傳統(tǒng)監(jiān)管方法存在以下問(wèn)題:(1)通關(guān)速度慢、靈活度差、通關(guān)效低。各口岸、保稅區(qū)監(jiān)管執(zhí)法人員的工作量巨大,難以滿足現(xiàn)代跨境電子商務(wù)產(chǎn)業(yè)快速發(fā)展的需求。(2)傳統(tǒng)貨物進(jìn)口監(jiān)管信息化系統(tǒng)信息化程度低。需要針對(duì)跨境電子商務(wù)業(yè)務(wù)模式進(jìn)行需求分析,對(duì)相關(guān)軟件系統(tǒng)進(jìn)行重新設(shè)計(jì)。(3)在當(dāng)前跨境電子商務(wù)保稅備貨模式下,貨物在保稅區(qū)中“整進(jìn)散出”,缺乏有效風(fēng)險(xiǎn)防控方法,不利于提高國(guó)門安全水平。本文依托深圳出入境檢驗(yàn)檢疫局,研究跨境電商保稅備貨模式下的檢驗(yàn)檢疫監(jiān)管模型及流程。在借鑒現(xiàn)有檢疫監(jiān)管模式基礎(chǔ)上,針對(duì)跨境電子商務(wù)的特點(diǎn)和監(jiān)管特殊需求,設(shè)計(jì)實(shí)現(xiàn)了跨境電子商務(wù)檢驗(yàn)檢疫監(jiān)管系統(tǒng)。主要工作如下:(1)提出了一種全新的跨境電子商務(wù)檢驗(yàn)檢疫監(jiān)管模型,給出了相關(guān)的業(yè)務(wù)監(jiān)管流程以及監(jiān)管方法,有效實(shí)現(xiàn)對(duì)跨境電子商務(wù)的全面監(jiān)管。(2)提出了改進(jìn)的內(nèi)梅羅指數(shù)法。利用改進(jìn)的內(nèi)梅羅指數(shù)法計(jì)算進(jìn)口食品的風(fēng)險(xiǎn)指數(shù),從而實(shí)現(xiàn)對(duì)進(jìn)口商品安全的風(fēng)險(xiǎn)防控。該方法可以及時(shí)、有效的分析當(dāng)前進(jìn)口食品的安全風(fēng)險(xiǎn)水平。(3)設(shè)計(jì)實(shí)現(xiàn)了跨境電子商務(wù)檢驗(yàn)檢疫監(jiān)管系統(tǒng),完成對(duì)保稅備貨模式下跨境電子商務(wù)業(yè)務(wù)的全面監(jiān)管。系統(tǒng)可有效對(duì)進(jìn)口貨物的風(fēng)險(xiǎn)進(jìn)行防控,高效、可行、易推廣,能有力的保護(hù)我國(guó)國(guó)門生態(tài)安全并提高進(jìn)口商品的質(zhì)量。本文的工作有效填補(bǔ)了跨境電子商務(wù)檢驗(yàn)檢疫在保稅備貨模式下相關(guān)學(xué)術(shù)研究的空白。
[Abstract]:At present, cross-border e-commerce has gradually become a new growth point of China's import and export trade. Looking at the development of cross-border electronic commerce in various countries and regions, customs clearance is still the biggest barrier to the facilitation of cross-border trade, especially the inspection and quarantine supervision in the process of customs clearance. At present, the traditional import and export trade supervision method is still used in most cross-border electronic commerce test areas in China. The traditional supervision methods have the following problems: (1) the speed of customs clearance is slow, the flexibility is poor, and the efficiency of customs clearance is low. The workload of supervision and law enforcement personnel in each port and bonded area is huge and it is difficult to meet the needs of the rapid development of modern cross-border e-commerce industry. (2) the information level of traditional goods import supervision information system is low. It is necessary to analyze the needs of cross-border e-commerce business models and redesign related software systems. (3) under the current cross-border e-commerce bonded mode, goods "move in and out" in the bonded area. The lack of effective risk prevention and control methods is not conducive to improving the security level of the country. Based on Shenzhen Entry-Exit Inspection and Quarantine Bureau, this paper studies the inspection and quarantine supervision model and process under the mode of cross-border e-commerce bonded goods. According to the characteristics of cross-border electronic commerce and the special needs of supervision, the system of inspection and quarantine supervision of cross-border electronic commerce is designed and implemented on the basis of the existing quarantine supervision mode. The main work is as follows: (1) A new cross-border electronic commerce inspection and quarantine regulatory model is proposed, and the related business supervision process and supervision methods are given. The comprehensive regulation of cross-border e-commerce is effectively realized. (2) an improved Nemero index method is proposed. The risk index of imported food can be calculated by using the improved Nemero index method, and the risk prevention and control of import commodity safety can be realized. This method can analyze the safety risk level of imported food timely and effectively. (3) designed and implemented the cross-border electronic commerce inspection and quarantine supervision system to complete the comprehensive supervision of cross-border electronic commerce business under the mode of bonded stock. The system can effectively prevent and control the risks of imported goods, high efficiency, feasibility, easy to promote, can effectively protect our country's ecological security and improve the quality of imported goods. The work of this paper effectively fills up the blank of academic research on cross-border electronic commerce inspection and quarantine under bonded stock mode.
