基于三螺旋創(chuàng)新理論的大學發(fā)展模式變革研究

【摘要】:推動協(xié)同創(chuàng)新、集聚創(chuàng)新要素、整合創(chuàng)新資源、構(gòu)建創(chuàng)新生態(tài)系統(tǒng),已成為世界各國提升創(chuàng)新能力、增強創(chuàng)新效果、實現(xiàn)創(chuàng)新驅(qū)動發(fā)展的戰(zhàn)略選擇。擔負知識創(chuàng)新與發(fā)展使命的大學,日益發(fā)展成為社會的軸心機構(gòu),大學與產(chǎn)業(yè)、政府三螺旋協(xié)同創(chuàng)新的耦合程度,決定著創(chuàng)新生態(tài)系統(tǒng)的整體效能,也決定著大學知識創(chuàng)新對經(jīng)濟社會發(fā)展的貢獻度,已經(jīng)引起世界各國、各地區(qū)的高度重視。大學與產(chǎn)業(yè)、政府等不同創(chuàng)新主體的關(guān)系,由原來淺層次的松散合作關(guān)系,向深層次的協(xié)同創(chuàng)新關(guān)系轉(zhuǎn)變,意味著大學-產(chǎn)業(yè)-政府之間新的結(jié)構(gòu)-功能體的重塑,必然對大學傳統(tǒng)的辦學理念、發(fā)展模式、組織結(jié)構(gòu)、運行機制等提出嚴竣挑戰(zhàn)。20世紀80年代以來,美國引領(lǐng)的第二次學術(shù)革命浪潮開啟了創(chuàng)業(yè)型大學的新范式,促進大學在保持自身相對獨立性、增強核心能力的同時,以開放的姿態(tài)主動與產(chǎn)業(yè)、政府開展實質(zhì)性協(xié)同創(chuàng)新,建立相互依賴、相互促進的“命運共同體”關(guān)系或戰(zhàn)略伙伴關(guān)系,提高了大學與其他創(chuàng)新主體之間的承接能力和滲透能力,優(yōu)化了創(chuàng)新生態(tài)系統(tǒng)的體制機制。創(chuàng)業(yè)型大學的新范式,已成為大學發(fā)展模式變革的世界性趨勢,對世界各國大學組織變革與發(fā)展產(chǎn)生了深遠影響。我國的大學正在深化綜合改革的十字路口,發(fā)展路徑的正確選擇,對大學快速崛起具有舉足輕重的作用。當前,我國一方面是大學科研經(jīng)費持續(xù)增長、研究人員大幅增加、科研成果不斷涌現(xiàn),但科技成果的轉(zhuǎn)化率一直比較低,另一方面是大學陷入傳統(tǒng)“象牙塔”發(fā)展模式的“鎖定”狀態(tài)中,無法與其他創(chuàng)新主體建立協(xié)同創(chuàng)新的戰(zhàn)略伙伴關(guān)系,抑制了科技資源、創(chuàng)新要素的集群化整合。我國大學發(fā)展模式的革命性變革,已迫在眉睫。本研究以大學-產(chǎn)業(yè)-政府三螺旋創(chuàng)新理論為基礎(chǔ),從創(chuàng)業(yè)型大學的形成與發(fā)展、創(chuàng)業(yè)型大學的內(nèi)涵與階段特征闡釋、大學與其他創(chuàng)新主體的靜態(tài)耦合結(jié)構(gòu)與動態(tài)演化趨勢分析等幾個方面,試圖回答如下幾個問題:什么是創(chuàng)業(yè)型大學?創(chuàng)業(yè)型大學變革的路徑是什么?大學融入創(chuàng)新生態(tài)系統(tǒng)需要進行哪些變革?我國大學向創(chuàng)業(yè)型大學變革的薄弱環(huán)節(jié)是什么?如何開啟我國大學向創(chuàng)業(yè)型大學變革的新路徑?為了透徹地分析和回答這些問題,本研究首先從大學形成背景、思想基礎(chǔ)、制度規(guī)范、實踐探索與傳播等幾個方面,對兩次學術(shù)革命進行了縱向的歷史分析,以充分說明第二次學術(shù)革命浪潮開啟的大學進化發(fā)展,不是“演變”而是“革命”其次,深入研究了大學-產(chǎn)業(yè)-政府三螺旋創(chuàng)新結(jié)構(gòu)-功能體中,創(chuàng)業(yè)型大學的內(nèi)涵、特征、發(fā)展階段以及矛盾沖突等。再其次,我們用三螺旋互信息算法定量測度了協(xié)同創(chuàng)新的耦合效應,比較分析了我國大學融入創(chuàng)新生態(tài)系統(tǒng)過程中存在的薄弱環(huán)節(jié)。同時用演化博弈論,探索了博弈參與方的動態(tài)演化趨勢,發(fā)現(xiàn)協(xié)同創(chuàng)新和松散合作都可能成為演化穩(wěn)定策略。大學要在三螺旋協(xié)同創(chuàng)新中發(fā)揮更重要的作用,必須重視博弈參與方的初始條件,通過政策調(diào)控、激勵、體制機制完善等方式,引導學研方與企業(yè)方更積極主動地采取協(xié)同創(chuàng)新策略。最后,針對靜態(tài)耦合結(jié)構(gòu)分析和動態(tài)演化趨勢分析發(fā)現(xiàn)的問題,對我國大學向創(chuàng)業(yè)型大學變革發(fā)展提出了相應的對策建議。在深入的解析與研究過程中,本研究體現(xiàn)出如下三個創(chuàng)新點:1、研究主題定位上的創(chuàng)新:從大學-產(chǎn)業(yè)-政府三螺旋結(jié)構(gòu)功能體有機建構(gòu)的視角,深入探討大學發(fā)展模式的革命性變革,以適應知識跨界協(xié)同創(chuàng)新的新要求。2、研究內(nèi)容深化上的創(chuàng)新:根據(jù)大學成果轉(zhuǎn)化的深化過程和大學融入三螺旋創(chuàng)新體系的協(xié)同程度,勾勒出了向創(chuàng)業(yè)型大學深化發(fā)展的三階段模型。3、研究方法運用上的創(chuàng)新:采用三螺旋互信息算法、演化博弈論,從靜態(tài)耦合結(jié)構(gòu)和動態(tài)演化趨勢兩個方面,深入探索我國大學融入創(chuàng)新生態(tài)系統(tǒng)過程中存在的薄弱環(huán)節(jié),挖掘推動大學發(fā)展模式變革的政策環(huán)境、激勵機制等初始條件。通過以上研究與分析,我們得出四個有價值的結(jié)論:1、與政府、產(chǎn)業(yè)界開展實質(zhì)性協(xié)同創(chuàng)新是向創(chuàng)業(yè)型大學變革的路徑選擇。2、協(xié)同創(chuàng)新是大學-產(chǎn)業(yè)-政府三螺旋動態(tài)關(guān)系中占優(yōu)的演化穩(wěn)定策略。3、加快協(xié)同創(chuàng)新步伐,探索向創(chuàng)業(yè)型大學變革的新路徑,是我國大學深化綜合改革、提升辦學質(zhì)量和水平的現(xiàn)實選擇。4、重視政府作用發(fā)揮,促進創(chuàng)新生態(tài)系統(tǒng)良性運行。未來的研究中,我們可以對我國大學現(xiàn)有發(fā)展模式形成的路徑依賴進行深入分析,探索突破路徑依賴的關(guān)鍵問題和關(guān)鍵環(huán)節(jié),為我國大學向創(chuàng)業(yè)型大學發(fā)展模式變革,深度融入三螺旋協(xié)同創(chuàng)新的生態(tài)系統(tǒng)提供有力依據(jù)。
[Abstract]:Promoting synergistic innovation, gathering innovation elements, integrating innovative resources and building an innovative ecosystem have become the strategic choice for all countries to enhance innovation ability, enhance innovation effect and achieve innovation driven development. Universities that undertake the mission of knowledge innovation and development have increasingly become the axis institutions of society, University and industry, and the three helix of government. The degree of coupling with innovation determines the overall efficiency of the innovation ecosystem, and determines the contribution of the university knowledge innovation to the economic and social development. It has attracted the attention of all the countries and regions in the world. The relationship between the different innovative subjects such as the University and industry, the government and so on is created from the shallow and loose cooperation relationship to the deep level. The transformation of the new relationship means the reshaping of the new structure and function between the University, industry and government. It is bound to challenge the traditional school running concept, development model, organization structure and operating mechanism in the 80s.20 century. The second academic revolution led by the United States has opened the new paradigm of the Entrepreneurial University and promoted the University. While maintaining its own relative independence and strengthening its core competence, the government carries out substantial cooperative innovation with the government in an open manner, and establishes a "destiny community" relationship or strategic partnership that promotes mutual dependence and mutual promotion. It improves the ability to undertake and infiltrate between the universities and other innovative subjects, and optimizes the creative students. The new paradigm of the state system, the new paradigm of the entrepreneurial university has become a worldwide trend of the reform of the University's development mode, and has a profound influence on the reform and development of the university organization in the world. At present, on the one hand, our country's scientific research funds continue to grow, the researchers have increased significantly, and the scientific research results are constantly emerging, but the conversion rate of scientific and technological achievements has been relatively low. On the other hand, the university has fallen into the "lock" state of the traditional "ivory tower" development model, and can not establish a cooperative innovation strategic partner with other innovative subjects. This study, based on the three spiral innovation theory of university industry government, is based on the formation and development of entrepreneurial universities, the connotation and stage characteristics of entrepreneurial universities, and the quiet of universities and other innovative subjects. Several aspects, such as the state coupling structure and the dynamic evolution trend analysis, are tried to answer the following questions: what is the entrepreneurial university? What is the path of the reform of the entrepreneurial university? What changes should be made in the integration of the innovation ecosystem into the university? What is the weak link of the transformation from the university to the entrepreneurial university? How to open the University of our country In order to thoroughly analyze and answer these problems, this study first made a longitudinal historical analysis of the two academic revolution from the background of the University, the ideological basis, the institutional norms, the practice exploration and communication, so as to fully explain the evolution of the University in the second academic revolution. It is not "evolution" but "revolution" followed by a thorough study of the connotation, characteristics, development stages and conflicts of the University, the three spiral innovation structure of the university industry government and the government. Secondly, we use the three spiral mutual information algorithm to measure the coupling effect of collaborative innovation, and compare and analyze the integration of our universities. The weak link in the process of innovating the ecosystem. At the same time, using the evolutionary game theory, the dynamic evolution trend of the game participant is explored. It is found that both collaborative innovation and loose cooperation may become the evolutionary stable strategy. The university should play a more important role in the three helix synergy innovation, and must pay attention to the initial conditions of the game participants, and Policy regulation, incentive, institutional mechanism and so on, guide the researchers and enterprises to take more active and active cooperative innovation strategy. Finally, in view of the problems found in the analysis of static coupling structure and dynamic evolution trend analysis, the corresponding countermeasures and suggestions for the reform and development of Chinese universities to entrepreneurial universities are put forward. In the course of the study, this study shows the following three innovative points: 1, the innovation of the research theme positioning: from the perspective of the organic construction of the three spiral structure of the university industry government and the government, the revolutionary change of the university development model is deeply discussed in order to adapt to the new requirement of the collaborative innovation of knowledge cross-border.2, and the innovation of the research content deepens. The deepening process of the transformation of the academic achievements and the synergy of the University's integration into the three spiral innovation system outlines the three stage model.3 for the deepening of the development of the entrepreneurial university, and the innovation of the research methods: using the three spiral mutual information algorithm, the evolutionary game theory, and exploring our country from the static coupling structure and the dynamic evolution trend in two aspects. The weak link in the process of integrating the innovation ecosystem into the University, excavating the policy environment that promotes the reform of the university development pattern and the initial conditions of the incentive mechanism. Through the above research and analysis, we have drawn four valuable conclusions: 1, substantive cooperative innovation with the government and the industry is the path to the reform of the entrepreneurial university. 2, collaborative innovation is a dominant evolutionary stable strategy.3 in the dynamic relationship of the three helix of the university industry government, speeding up the pace of collaborative innovation and exploring the new path to the reform of the entrepreneurial university. It is a realistic choice for the university to deepen the comprehensive reform and improve the quality and level of running a school. It emphasizes the role of the government and promotes the benign operation of the innovation ecosystem. In the future research, we can make an in-depth analysis of the path dependence of the existing development mode of our university, explore the key problems and key links to break through the path dependence, and provide a powerful basis for the reform of the development mode of the University of our country to the development model of the entrepreneurial university and the deep integration of the three spiral synergistic innovation ecosystem.
