基于云計(jì)算模式的電子政務(wù)管理網(wǎng)站群解決方案研究

【摘要】:近年來,我國的政務(wù)網(wǎng)站建站水平得到了巨大的提高,分別經(jīng)歷了網(wǎng)站風(fēng)格統(tǒng)一、信息共享、聯(lián)合全文檢索、統(tǒng)一內(nèi)容管理、動(dòng)態(tài)內(nèi)容管理、子站獨(dú)立存儲(chǔ)等技術(shù)革新,但仍然存在以下問題:資源浪費(fèi)嚴(yán)重、數(shù)據(jù)共享度低、區(qū)域性發(fā)展不平衡;部門間缺乏協(xié)調(diào)合作,各自為政,普遍缺少統(tǒng)一規(guī)劃、統(tǒng)一技術(shù)和統(tǒng)一建設(shè);信息資源的公開、共享程度較低;重硬件輕軟件;形象工程,華而不實(shí),與政府的本職工作及核心業(yè)務(wù)有所背離;對(duì)行政許可,發(fā)布信息及公眾參與問題涉及較少,僅提供了信息發(fā)布;軟件系統(tǒng)缺乏嚴(yán)格的標(biāo)準(zhǔn)規(guī)范,電子政務(wù)標(biāo)準(zhǔn)也有待提高;并且需要增強(qiáng)同級(jí)單位間的水平整合及上下級(jí)單位之間的垂直整合;另外,安全管理問題、內(nèi)部審計(jì)及維護(hù)問題的重視度也有待進(jìn)一步提高。本文針對(duì)存在的諸多問題,設(shè)計(jì)了一種基于云計(jì)算模式的電子政務(wù)網(wǎng)站群的解決方案,該方案針對(duì)網(wǎng)站群內(nèi)主站和各個(gè)子站具有相近或者相似功能和業(yè)務(wù)流程的特點(diǎn),基于這樣的一個(gè)基本流程:首先是電子政務(wù)功能的模塊化,即根據(jù)各個(gè)電子政務(wù)網(wǎng)站本身的功能或者性能特點(diǎn),按照云計(jì)算的特點(diǎn)進(jìn)行功能分解,解析出相同或者相近的功能模塊,形成相應(yīng)的模塊類別;然后在適合的云計(jì)算平臺(tái)上進(jìn)行建設(shè)和部署該業(yè)務(wù)的功能模塊;最后進(jìn)行模塊間的關(guān)聯(lián)和對(duì)接,并形成完整的政務(wù)業(yè)務(wù)流程。同時(shí)對(duì)相關(guān)技術(shù)進(jìn)行了深入探討和研究。本文在以下幾個(gè)方面實(shí)現(xiàn)了較大創(chuàng)新:1.在分析云計(jì)算、電子政務(wù)、電子政務(wù)群等概念及其研究的基礎(chǔ)上,構(gòu)建了基于云模式的電子政務(wù)管理網(wǎng)站群;谠颇J降碾娮诱⻊(wù)管理網(wǎng)站群與傳統(tǒng)的網(wǎng)站群管理系統(tǒng)有明顯的區(qū)別,該網(wǎng)站群基于B/S技術(shù)構(gòu)建,可以實(shí)現(xiàn)跨平臺(tái)平滑遷移,并且能夠提供靈活的網(wǎng)站創(chuàng)建方式和多樣的發(fā)布形式。2.設(shè)計(jì)實(shí)現(xiàn)了一種基于Elgamal密碼的電子政務(wù)網(wǎng)站群體簽名機(jī)制,并將其應(yīng)用到云計(jì)算模式下的電子政務(wù)管理網(wǎng)站群方案中。該方式同傳統(tǒng)的安全體制相比,可以突破時(shí)空的限制,實(shí)現(xiàn)數(shù)據(jù)的實(shí)時(shí)感知和實(shí)時(shí)傳輸,提高平臺(tái)對(duì)突發(fā)事件的應(yīng)急處理能力;同時(shí)該方式可以提高服務(wù)器集群的運(yùn)算能力和數(shù)據(jù)處理效率,提高感知數(shù)據(jù)信息的安全性;該方法還能整合各個(gè)孤立的安全信息,最終能夠指揮調(diào)度高效統(tǒng)一的安全事件。3.對(duì)安全審計(jì)相關(guān)技術(shù)進(jìn)行了研究,并設(shè)計(jì)、實(shí)現(xiàn)了一個(gè)基于多Agent和數(shù)據(jù)挖掘的電子政務(wù)管理網(wǎng)站群安全審計(jì)系統(tǒng),同傳統(tǒng)的安全審計(jì)系統(tǒng)相比,多Agent可以通過協(xié)作提高數(shù)據(jù)處理能力,數(shù)據(jù)挖掘技術(shù)可以更加準(zhǔn)確和及時(shí)的發(fā)現(xiàn)網(wǎng)站群中存在的異常行為,提高系統(tǒng)安全性。4.在研究電子政務(wù)網(wǎng)站評(píng)價(jià)體系的基礎(chǔ)上,提出了一種基于模糊集的電子政務(wù)網(wǎng)站評(píng)價(jià)體系,并針對(duì)本文設(shè)計(jì)的管理平臺(tái)進(jìn)行了評(píng)估。本文提出的評(píng)價(jià)體系和評(píng)價(jià)方案能夠更加客觀和準(zhǔn)確的評(píng)價(jià)電子政務(wù)網(wǎng)站群,可以應(yīng)用于各類網(wǎng)站效能評(píng)價(jià)。5.針對(duì)山東省電子政務(wù)建設(shè)中存在的問題,通過調(diào)研和數(shù)據(jù)分析,提出了相應(yīng)的意見和建議。本文提出的意見和建議來源于調(diào)研和真實(shí)數(shù)據(jù),通過科學(xué)的分析方式進(jìn)行分析,所以所提出的意見和建議具有較強(qiáng)的參考價(jià)值。
