【摘要】：2014年國(guó)務(wù)院政府鼓勵(lì)推進(jìn)政府購(gòu)買服務(wù),2015年召開群團(tuán)組織會(huì)議強(qiáng)調(diào)群團(tuán)組織重要性,自此群團(tuán)組織作為政府購(gòu)買的主體之一,廣泛開展公共服務(wù)購(gòu)買工作。然而,由于群團(tuán)組織參與政府購(gòu)買公共服務(wù)屬于新生事物,參與的合作模式尚且存在許多漏洞,致使社會(huì)群眾對(duì)此種方式提供的公共服務(wù)并不滿意。本論文首先提出了自己關(guān)于建設(shè)我國(guó)群團(tuán)組織參與政府購(gòu)買公共服務(wù)合作模式的框架,隨后根據(jù)現(xiàn)有的合作模式的特點(diǎn),尋找現(xiàn)有模式與理論模式之間的差距和可能存在的問(wèn)題,再以四川省婦聯(lián)為例,通過(guò)問(wèn)卷調(diào)查的方法調(diào)查群眾對(duì)其參加政府購(gòu)買公共服務(wù)的滿意度,通過(guò)滿意度數(shù)據(jù),驗(yàn)證之前發(fā)現(xiàn)可能存在的問(wèn)題。最后總結(jié)問(wèn)題,探究成因。最終,對(duì)如何建立我國(guó)群團(tuán)組織參與政府購(gòu)買公共服務(wù)的合作模式提出建議。本論文拓展了政府購(gòu)買公共服務(wù)的理論研究,提出了建設(shè)群團(tuán)組織參與政府購(gòu)買公共服務(wù)合作模式的構(gòu)想,在公共服務(wù)供給不足和群團(tuán)組織改革的背景下,為群團(tuán)組織如何參與政府購(gòu)買公共服務(wù)提供新的思路,另一方面,本論文的研究有助于提高公共服務(wù)質(zhì)量,促進(jìn)公共服務(wù)精準(zhǔn)化。
[Abstract]:In 2014, the State Council government encouraged the promotion of government purchase of services. In 2015, a group organization meeting was held to emphasize the importance of group organization. Since then, group organization has been one of the main bodies of government purchase. However, because the group organizations participate in the government purchase of public services is a new thing, there are still many loopholes in the cooperation mode of participation. As a result, the public is not satisfied with the public service provided in this way. Firstly, this paper puts forward the framework of constructing the cooperation model of the group organizations in our country to participate in the government purchase of public services. Then according to the characteristics of the existing cooperation model, to find the gap between the existing model and the theoretical model and possible problems, and then take Sichuan Women's Federation as an example. Through the method of questionnaire survey of the masses of their participation in the government purchase of public service satisfaction, through the satisfaction data, to verify the existence of problems before. Finally, summarize the problems, explore the causes. Finally. This paper gives some suggestions on how to establish the cooperative mode of participating in the government purchase of public services. This paper extends the theoretical research of government purchasing public services. This paper puts forward the conception of the cooperation mode of building group organization to participate in the government purchase of public service, under the background of insufficient supply of public service and reform of group organization. On the other hand, the research of this paper is helpful to improve the quality of public service and promote the precision of public service.
