【摘要】：加強(qiáng)和創(chuàng)新社會(huì)治理是促進(jìn)社會(huì)和諧的關(guān)鍵,構(gòu)建全民共建共享的社會(huì)治理格局是中國(guó)面臨的重大課題。社區(qū)作為城市的基本單元,具有政治、文化等多種功能,其治理的質(zhì)量關(guān)乎著整個(gè)城市治理的效果。當(dāng)前,我國(guó)社會(huì)治理理念和城市管理體制發(fā)生了重大變化,北京市和密云區(qū)不斷加強(qiáng)社會(huì)管理和服務(wù),社區(qū)網(wǎng)格化作為一種新型的管理方式,有效應(yīng)對(duì)了傳統(tǒng)城市社區(qū)管理中的問(wèn)題,成為社會(huì)管理的重要手段之一。北京市密云區(qū)是較早進(jìn)行網(wǎng)格化社會(huì)服務(wù)管理探索的地區(qū),2010年,密云區(qū)開(kāi)始大力推進(jìn)網(wǎng)格化體系建設(shè),依托網(wǎng)格化,密云的社會(huì)服務(wù)管理進(jìn)一步加強(qiáng),城市服務(wù)管理水平進(jìn)一步得到提升,增加了社區(qū)服務(wù)管理的主動(dòng)性、多元性,提升了精細(xì)化水平。但與社會(huì)建設(shè)實(shí)際和居民需求還存在一些差距,表現(xiàn)在:服務(wù)內(nèi)容不能滿足居民需求,社會(huì)參與程度較低、信息管理系統(tǒng)智能化不夠、人力資源不足、網(wǎng)格化管理長(zhǎng)效機(jī)制有待健全。下一步,密云應(yīng)當(dāng)以治理理論為基礎(chǔ),結(jié)合運(yùn)用“互聯(lián)網(wǎng)+”,革新社區(qū)治理理念,進(jìn)一步加強(qiáng)社區(qū)自治,強(qiáng)化城市社區(qū)的服務(wù)功能,加快智能化信息系統(tǒng)建設(shè),加強(qiáng)人才隊(duì)伍建設(shè),進(jìn)一步健全工作機(jī)制,切實(shí)發(fā)揮好網(wǎng)格化社會(huì)服務(wù)管理在提高公共服務(wù)供給效率的作用,將網(wǎng)格化作為探索社會(huì)服務(wù)和管理一體化運(yùn)行的重要途徑。
[Abstract]:Strengthen the innovation of social governance is the key to promote harmonious society, constructing social governance pattern of universal sharing is a major issue facing Chinese. As the basic unit, the city community has political, cultural and other functions, the governance quality relates to the whole city governance effect. At present, great changes have taken place in our society the concept of governance and city management system, city of Beijing and Miyun District continue to strengthen social management and community service, the grid as a new management mode, to effectively deal with the traditional community management problems in the city, become one of the important means of social management. Beijing Miyun District is earlier, the grid to explore social service management in 2010, the Miyun District began to vigorously promote the grid system, relying on the grid, to further strengthen the management of social services of Miyun, city service management level One step promotion, increase the initiative, community service management diversity, enhance the level of refinement. But with the social construction and the actual needs of the residents there are still some gaps, in services can not meet the needs of the residents, the social participation degree is low, intelligent information management system is not enough, the lack of human resources, long-term the mechanism of grid management needs to be improved. The next step, Miyun should be based on the governance theory, combined with the use of "Internet plus", the innovation concept of community governance, further strengthen community autonomy, strengthen the service function of city community to accelerate the construction of intelligent information system, strengthen the construction of talent team, to further improve the working mechanism, and play a good social service grid management in improving the efficiency of public service function, the grid as an important way to explore the social services and management operation.
