【摘要】：2013年7月底,國務(wù)院常務(wù)會(huì)議在國務(wù)院總理李克強(qiáng)的主持下,深入分析了怎樣促進(jìn)政府向社會(huì)力量購買公共服務(wù)的議題,這一會(huì)議的召開,為社會(huì)資本進(jìn)入到我國的公共服務(wù)領(lǐng)域提供了突破口。2013年年底,財(cái)政部在全國范圍內(nèi)開始大力推廣政府與社會(huì)資本合作模式,并指出“推廣運(yùn)用PPP模式將是2015年的一項(xiàng)重要工作”。2016年3月通過的十三五規(guī)劃綱要明確了在醫(yī)療領(lǐng)域采用PPP模式不僅可以增加醫(yī)療服務(wù)和產(chǎn)品的供給數(shù)量和質(zhì)量,還可以能夠有效調(diào)節(jié)醫(yī)療的供給需求與供給數(shù)量及質(zhì)量不匹配的矛盾。然而目前,中國的醫(yī)療服務(wù)PPP處于起步階段,一方面沒有成熟的經(jīng)驗(yàn)可循,另一方面在法律上還缺乏支撐。在此研究背景下,本文主要框架如下:首先展開PPP模式在醫(yī)療領(lǐng)域的應(yīng)用背景研究,包括PPP模式的內(nèi)涵、醫(yī)療領(lǐng)域的概念和特點(diǎn)。然后詳細(xì)介紹醫(yī)療領(lǐng)域PPP模式中的激勵(lì)、風(fēng)險(xiǎn)、監(jiān)管機(jī)制。接下來介紹我國醫(yī)療領(lǐng)域PPP模式的探索,主要圍繞我國醫(yī)療服務(wù)領(lǐng)域PPP模式的案例進(jìn)行分析,然后以北京市門頭溝區(qū)醫(yī)院PPP改革項(xiàng)目為主要研究對(duì)象,詳細(xì)地分析它采用PPP模式的具體過程、做法和經(jīng)驗(yàn),并根據(jù)所探討的案例總結(jié)當(dāng)前我國醫(yī)療領(lǐng)域PPP模式所存在的問題。接著探討英國在醫(yī)療領(lǐng)域PPP模式的實(shí)踐。最后討論我國醫(yī)療領(lǐng)域PPP模式的構(gòu)建和發(fā)展,構(gòu)建我國醫(yī)療領(lǐng)域PPP模式的運(yùn)行機(jī)制,并提出相應(yīng)的政策建議。
[Abstract]:At the end of July 2013, under the auspices of Premier Li Keqiang, the executive meeting of the State Council analyzed in depth the topic of how to promote the government to purchase public services from social forces. At the end of 2013, the Ministry of Finance began to vigorously promote the cooperation model between government and social capital in the whole country. It is pointed out that "popularizing and applying PPP model will be an important work in 2015." The outline of the 13th Five-Year Plan adopted in March 2016 made it clear that the adoption of PPP model in the medical field can not only increase the quantity and quality of medical services and products. It can also effectively adjust the contradiction between the supply demand and the quantity and quality of the medical service. However, at present, the medical service PPP in China is in the initial stage, on the one hand, there is no mature experience to follow. On the other hand, there is a lack of legal support. In this research background, the main framework of this paper is as follows: firstly, the application background of PPP model in the field of medical research, including the connotation of PPP model. The concept and characteristics of the medical field. Then detailed introduction of the PPP model in the field of medical incentives, risks, regulatory mechanisms. Next, the exploration of the PPP model in the field of medical care in China. This paper mainly focuses on the case study of PPP model in the field of medical service in China, and then takes the PPP reform project of hospitals in Mentougou District of Beijing as the main research object. Detailed analysis of its adoption of the PPP model of the specific process, practice and experience. The problems of PPP model in medical field in China are summarized according to the cases discussed. Then, the practice of PPP mode in medical field in Britain is discussed. Finally, the construction of PPP model in medical field in China is discussed. Development. To construct the operating mechanism of PPP mode in medical field of our country, and put forward corresponding policy suggestions.
