【摘要】：貧困已經(jīng)成為影響人類社會(huì)生存和發(fā)展的世界性難題。鑒于貧困問題的存在具有普遍性和危害性,各國政府對(duì)貧困問題的治理越來越重視,緩解和消除貧困已成為全人類的共識(shí)。消除貧困是人類面臨的重大任務(wù),是全球共同面臨的嚴(yán)峻挑戰(zhàn),也是我國發(fā)展經(jīng)濟(jì)、政治、文化建設(shè)急需解決的重大問題。湖南省作為中部人口較多的省份,由于自然環(huán)境、經(jīng)濟(jì)、政治、文化等諸多因素的影響,相對(duì)于東部地區(qū)省份經(jīng)濟(jì)發(fā)展落后,尤其在湖南農(nóng)村地區(qū),貧困程度深,很多農(nóng)村地區(qū)的貧困狀態(tài)是我們無法想象的。因此,以懷化市沅陵縣為例,通過對(duì)農(nóng)村貧困的現(xiàn)狀和致貧原因的分析,針對(duì)目前懷化市扶貧存在的問題,結(jié)合國外的扶貧實(shí)踐經(jīng)驗(yàn),希望通過新的視角為推進(jìn)懷化市農(nóng)村貧困緩解做出努力。論文主要內(nèi)容為：緒論部分主要介紹選題的背景及意義,闡述了國內(nèi)外學(xué)者關(guān)于扶貧開發(fā)的綜合研究成果。接著主要從貧困,貧困縣,貧困發(fā)生率等等方面闡述了貧困的內(nèi)涵,同時(shí)將學(xué)者們的相關(guān)理論進(jìn)行綜合總結(jié)分析,為下文扶貧政策及建議的論述提供了理論依據(jù)。第三章主要論述了懷化經(jīng)濟(jì)發(fā)展水平、差距、貧困現(xiàn)狀,并對(duì)懷化市扶貧開發(fā)的主要做法、存在問題和原因進(jìn)行了重點(diǎn)論述。第四章主要對(duì)懷化市沅陵縣扶貧開發(fā)成效進(jìn)行了實(shí)證分析,對(duì)沅陵縣的貧困現(xiàn)狀,貧困特點(diǎn),扶貧工作的挑戰(zhàn)及其扶貧措施進(jìn)行了細(xì)致論述。第五章主要總結(jié)和論述了國外農(nóng)村扶貧工作的實(shí)踐與啟示,對(duì)印度,巴西等國家的扶貧工作進(jìn)行了細(xì)致論述,為下文的對(duì)策和建議做了良好的鋪墊。最后的對(duì)策和建議部分,提出了切合懷化市扶貧工作的指導(dǎo)建議,為地方性政府進(jìn)行決策提供理論和參考,旨在促進(jìn)沅陵縣經(jīng)濟(jì)快速健康發(fā)展。
[Abstract]:Poverty has become a worldwide problem affecting the survival and development of human society.In view of the universality and harmfulness of poverty, the governments of all countries pay more and more attention to the governance of poverty, and it has become the consensus of all mankind to alleviate and eliminate poverty.Poverty eradication is not only a great task facing mankind, but also a severe challenge to the whole world. It is also an important problem that needs to be solved urgently in the development of economy, politics and culture in our country.As a province with a large population in the central part of Hunan Province, due to the influence of natural environment, economy, politics, culture and other factors, the economic development of Hunan Province is backward compared with that of the eastern provinces, especially in the rural areas of Hunan, where the degree of poverty is deep.Poverty in many rural areas is unimaginable.Therefore, taking Yuanling County of Huaihua City as an example, through the analysis of the present situation of rural poverty and the causes of poverty, aiming at the problems existing in poverty alleviation in Huaihua City at present, combined with the practical experience of overseas poverty alleviation,Hope that through a new perspective to promote Huaihua City rural poverty alleviation efforts.The main contents of the paper are as follows: the introduction mainly introduces the background and significance of the selected topic, and expounds the comprehensive research results of domestic and foreign scholars on poverty alleviation and development.Then mainly from the poverty, poverty counties, poverty incidence and other aspects of the connotation of poverty, at the same time, the scholars related to the theory of a comprehensive summary and analysis, for the following poverty alleviation policies and suggestions to provide a theoretical basis.The third chapter mainly discusses Huaihua's economic development level, gap, poverty status, and mainly discusses the main methods, problems and reasons of Huaihua's poverty alleviation and development.The fourth chapter mainly analyzes the effect of poverty alleviation and development in Yuanling County, Huaihua City, and discusses the present situation, characteristics, challenges and measures of poverty alleviation in Yuanling County.The fifth chapter summarizes and discusses the practice and enlightenment of poverty alleviation in rural areas in foreign countries, and discusses the poverty alleviation work in India, Brazil and other countries in detail, which lays a good foundation for the following countermeasures and suggestions.Finally, the countermeasures and suggestions are put forward, which are suitable for Huaihua to help the poor, to provide the theory and reference for the local government to make the decision, and to promote the rapid and healthy development of Yuanling county economy.
