【摘要】：本論文研究的核心問題是:國家身份與規(guī)范變遷如何影響一國資本賬戶政策選擇。在1997-1998年和2008-2012年兩次金融危機期間,國際資本自由流動的正統(tǒng)規(guī)范與韓國國家的經(jīng)濟利益同時存在不一致的情況。1997-1998年金融危機期間,韓國選擇接受并遵守國際資本規(guī)范,加快實施資本賬戶開放政策,而在2008年全球金融危機爆發(fā)后,違背了國際資本規(guī)范實施了臨時的資本管制政策。是什么因素促使韓國在前一次金融危機期間接受國際資本規(guī)范,加快實施資本賬戶開放政策,而在后一次金融危機期間偏離國際資本規(guī)范,實施臨時性的資本管制政策,并主動塑造國際資本規(guī)范?1970年代以來,隨著國際資本流動程度的提高,發(fā)達國家和新興市場經(jīng)濟體先后實施資本賬戶開放政策。國際經(jīng)濟學界和國際政治經(jīng)濟學界對于資本賬戶政策的選擇理論主要有四種:資本賬戶政策的成本與收益理論,國際資本結構假說,國內(nèi)政治理論和規(guī)范傳播理論。四種理論分別從理性選擇、體系結構、國內(nèi)結構與規(guī)范結構四個關鍵變量來為國家資本賬戶政策提供了有價值的解釋。但是對于兩次韓國資本賬戶政策選擇而言,四種理論給出的因變量難以給出更為合理解釋。針對以上理論的不足,本文試圖通過身份進化與污名管理的視角來彌補規(guī)范傳播理論解釋對韓國兩次資本賬戶政策選擇的不同給予解釋。在世界經(jīng)濟體系之中,國家對于“中心-邊緣”,“國家-市場”關系認識的不同形成三種國家身份:民族主義國家身份、國家主義國家身份、自由主義國家身份。國家身份選擇受國際社會共有觀念和知識結構影響,國家身份處于進化和變遷之中。國家身份不僅受到適當性的規(guī)范制約和塑造,還受到污名的制約。當國家利益與國際規(guī)范相違背,國家的行為選擇可能產(chǎn)生污名。國家污名管理策略有三種:污名接受、污名拒絕與污名化反抗。當邊緣國家處于身份進化階段,國家身份追求強烈,希望重塑自由主義國家身份,國家的利益也因此而改變。因此,國家選擇接受污名,接受并遵守國際資本規(guī)范,實施資本賬戶開放政策。當國家已獲得自由主義國家身份,邊緣國家為維護國家利益,選擇違背國際規(guī)范實施資本管制政策。在國際規(guī)范約束力較強的情況下,邊緣國家為減少污名化帶來的損失,國家可以通過適當?shù)难哉Z敘述來操控國內(nèi)和國際金融市場的話語,引導和影響市場行為體對本國經(jīng)濟的正面預期和展望。當國家獲得自由主義國家身份,與此同時國際規(guī)范處于退化階段,邊緣國家可以通過在國際金融治理機制的議程設置和“話語框定”、“話語鏈接”等策略達到塑造新規(guī)范的目的,進而使得自身的行為和政策合法化。
[Abstract]:The core problem of this thesis is how the changes of national identity and norms affect a country's capital account policy choices. During the 1997-1998 and 2008-2012 financial crises. The orthodox norms of the free flow of international capital are inconsistent with the economic interests of the Korean country. During the 1997-1998 financial crisis, Korea chose to accept and abide by the international capital norms. Accelerate the implementation of capital account opening policy, and in 2008 after the global financial crisis. What prompted Korea to accept international capital regulation during the previous financial crisis and accelerate the implementation of capital account opening policy. In the last financial crisis, deviate from the international capital norms, implement temporary capital control policies, and actively shape the international capital norms? Since the 1970s, the level of international capital flows has increased. Developed countries and emerging market economies have implemented capital account opening policies successively. There are four kinds of theories about the choice of capital account policies among international economists and international political and economic circles. The cost and income theory of capital account policy. International capital structure hypothesis, domestic political theory and normative communication theory. Four theories from rational choice, system structure respectively. The four key variables of domestic structure and normative structure provide a valuable explanation for the national capital account policy, but for the choice of capital account policy in Korea twice. It is difficult to give a more reasonable explanation for the dependent variables given by the four theories. This paper attempts to make up for the different interpretations of the two capital account policy choices in Korea from the perspective of identity evolution and stigma management in the world economic system. There are three kinds of national identities: nationalistic national identity and nationalistic national identity. The liberal state identity. The choice of national identity is influenced by the common concept and knowledge structure of the international community, and the national identity is in the process of evolution and change. The national identity is not only restricted and shaped by proper norms. It is also restricted by stigma. When the national interests and international norms are violated, the choice of national behavior may lead to stigma. There are three national stigma management strategies: stigma acceptance. When the marginal countries are in the stage of identity evolution, the pursuit of national identity is strong, hoping to reshape the liberal national identity, and the interests of the state also change as a result. Countries choose to accept stigma, accept and abide by international capital norms, and implement capital account opening policies. Choose to implement capital control policy in violation of international norms. In the case of strong binding force of international norms, marginal countries to reduce the loss of stigma. States can manipulate the discourse of domestic and international financial markets through appropriate narrative, and guide and influence market actors' positive expectations and prospects of their own economies. At the same time, the international norms are in the stage of degradation, and the marginal countries can achieve the purpose of shaping the new norms by setting the agenda of the international financial governance mechanism, "discourse framing", "discourse linking" and so on. And thus legitimize their own actions and policies.
