官方發(fā)展援助之于亟需融資經(jīng)濟的重要性可追溯至幾十年前,大量外部資本注入發(fā)展中國家被視為解決經(jīng)濟騰飛及可持續(xù)發(fā)展問題的主要路徑。然而,事實果真如此嗎?倘若該前提無誤,為何這些發(fā)展中國家在60年的經(jīng)濟發(fā)展中依然存在上述問題?多年來,發(fā)展中國家一直得到官方發(fā)展援助,盡管其中一些國家脫穎而出,但大多數(shù)國家仍然屬于國際舞臺中經(jīng)濟最不發(fā)達的國家。西非經(jīng)濟貨幣聯(lián)盟（簡稱西非經(jīng)貨聯(lián)盟）成員國即存在此類情形。這種情況使得質疑對這些國家提供及（或）支持經(jīng)濟增長的官方發(fā)展援助之實際能力具有合理性。對參與該援助過程的每一代理機構所負責任存在若干指摘。不論其原因是出自捐助國的動機及受援助國政府的管理,抑或援助分配程序的適用制度存有缺陷,截止目前為止,理論實踐中對缺乏援助效果的原因尚未形成真正的共識。從理論或經(jīng)驗的角度來看,分析結果因研究相異而互有差別。這種差別源于經(jīng)驗調查的方法、樣本構成的不同,以及往往未應用與該問題相關的一般事實和考量各國具體的經(jīng)濟現(xiàn)實。為了解決這些問題,本文采用實證的方法來證明其有效性,并適應西非經(jīng)貨聯(lián)盟國家的理論和現(xiàn)實,選擇它們的相似性。西非經(jīng)貨聯(lián)盟共有8個成員國家,它們的經(jīng)濟、社會和歷史...
