【摘要】：煤炭是當(dāng)今工業(yè)經(jīng)濟(jì)最為重要的能源資源,煤礦是開采和處理煤炭的地方。煤礦環(huán)境具有公共性,市場(chǎng)經(jīng)濟(jì)人非理性的開采,給煤礦環(huán)境造成了一定的污染,產(chǎn)生市場(chǎng)失靈現(xiàn)象,需要政府作為資源管理者進(jìn)行干預(yù)和治理。而煤礦區(qū)污染治理的關(guān)鍵是利用法律、行政、經(jīng)濟(jì)和技術(shù)的綜合手段,對(duì)煤礦污染進(jìn)行前期預(yù)防,采中管制,事后治理。而政府治理的目的是為了保障我國(guó)環(huán)境保護(hù)政策在煤礦區(qū)的落實(shí),保障廣大人民的環(huán)境利益,最終實(shí)現(xiàn)經(jīng)濟(jì)、環(huán)境、社會(huì)的協(xié)調(diào)。本文綜合運(yùn)用文獻(xiàn)研究法、實(shí)地調(diào)查法、部門咨詢法,介紹了煤礦區(qū)污染治理的理論基礎(chǔ)及相關(guān)內(nèi)容,通過(guò)對(duì)鄂爾多斯煤礦區(qū)存在的污染問題、原因、治理現(xiàn)狀等的全面分析,從以下幾個(gè)方面對(duì)煤礦區(qū)污染治理進(jìn)行系統(tǒng)研究。首先,論文在對(duì)鄂爾多斯煤礦區(qū)污染治理進(jìn)行調(diào)查研究的基礎(chǔ)上,多角度梳理了鄂爾多斯煤礦區(qū)存在的環(huán)境問題及污染問題,闡述了鄂爾多斯在煤礦區(qū)污染治理中已取得的成效,并進(jìn)一步詳細(xì)分析了產(chǎn)生污染的原因。其次,論文從四個(gè)方面提出了污染治理中存在的問題:治理標(biāo)準(zhǔn)不清晰,政府監(jiān)管不暢,資金短缺嚴(yán)重,管理存在漏洞。最后,根據(jù)鄂爾多斯煤礦區(qū)污染治理的實(shí)際情況,從可行性角度提出加強(qiáng)治理力度的研究建議:一是強(qiáng)化政府在煤礦污染治理中的主導(dǎo)作用,政府應(yīng)主動(dòng)承擔(dān)責(zé)任,用公權(quán)力作為治理的保障。二是調(diào)整產(chǎn)業(yè)結(jié)構(gòu),降低煤炭產(chǎn)業(yè)在整個(gè)經(jīng)濟(jì)結(jié)構(gòu)中的比例。三是讓社會(huì)各界參與治理,多方籌集治理資金。四是針對(duì)礦區(qū)的綠化養(yǎng)護(hù)問題,提出煤礦終身養(yǎng)護(hù)制度和礦林管理員制度。五是分區(qū)域分層次治理,根據(jù)污染程度的不同將治理區(qū)分為三個(gè)等級(jí),聯(lián)合周邊省市集中連片治理。六是從技術(shù)提升的層面進(jìn)行污染治理科研創(chuàng)新。
[Abstract]:Coal is the most important energy resource in industrial economy. The coal mine environment has the publicity, the market economy human irrational mining, has caused the certain pollution to the coal mine environment, produces the market failure phenomenon, needs the government as the resources manager to carry on the intervention and the management. The key of pollution control in coal mine area is to make use of the comprehensive means of law, administration, economy and technology to prevent coal mine pollution in the early stage, control in mining, and control afterwards. The purpose of government governance is to ensure the implementation of environmental protection policy in coal mining areas, to protect the environmental interests of the people, and finally to realize the coordination of economy, environment and society. This paper introduces the theoretical basis and related contents of pollution control in coal mine area by means of literature research method, field investigation method and department consultation method. Through the comprehensive analysis of pollution problems, causes and current situation of control in Ordos coal mine area, etc. The pollution control of coal mine area is studied systematically from the following aspects. Firstly, on the basis of investigation and research on pollution control in Ordos coal mine area, the paper combs the environmental problems and pollution problems in Ordos coal mine area from many angles. This paper expounds the achievements of Erdos in pollution control in coal mine area, and analyzes the causes of pollution in detail. Secondly, the paper puts forward the existing problems in pollution control from four aspects: the standard of governance is not clear, the government supervision is not smooth, the shortage of funds is serious, and there are loopholes in the management. Finally, according to the actual situation of pollution control in Ordos coal mine area, the paper puts forward the research suggestions of strengthening the management strength from the angle of feasibility: first, strengthening the leading role of the government in the coal mine pollution control, the government should take the initiative to assume the responsibility. With public power as the protection of governance. Second, adjust industrial structure, reduce the proportion of coal industry in the whole economic structure. Third, let all walks of life participate in governance, raise governance funds. Fourth, aiming at the problem of greening and maintenance in mining area, the paper puts forward the system of coal mine life-long maintenance and mine forest management system. Fifth, sub-regional management, according to the different levels of pollution will be divided into three levels of governance, combined with the surrounding provinces and cities to focus on governance. Sixth, carry on the scientific research innovation of pollution control from the level of technology improvement.
