【摘要】：生態(tài)文明建設(shè)是引領(lǐng)經(jīng)濟(jì)科學(xué)發(fā)展、持續(xù)發(fā)展的指導(dǎo)方針,其任務(wù)具有戰(zhàn)略性、創(chuàng)新性、長(zhǎng)期性和系統(tǒng)性等特點(diǎn)。生態(tài)文明建設(shè)的重要性和復(fù)雜性決定了政府必須參與到其中并履行重要職能。這篇論文重點(diǎn)研究政府在縣域生態(tài)文明的建設(shè)方面能夠發(fā)揮怎樣的職責(zé)、能力和作用,本文以山東省沂源縣縣域生態(tài)文明建設(shè)入手,研究生態(tài)文明建設(shè)中的縣域政府職能。本文從生態(tài)文明、政府與生態(tài)文明建設(shè)理論入手,對(duì)沂源縣縣域生態(tài)文明建設(shè)中的政府職能現(xiàn)狀進(jìn)行分析,同時(shí),對(duì)所面臨的問題及原因分析也是研究工作的重點(diǎn)。立足沂源縣工作實(shí)際,將對(duì)沂源縣縣域生態(tài)文明建設(shè)中的政府職能優(yōu)化提出六條對(duì)策。一是樹立科學(xué)的發(fā)展觀、政績(jī)觀,進(jìn)一步強(qiáng)化政府的生態(tài)文明建設(shè)責(zé)任;二是全面深化行政體制改革,破解制約生態(tài)文明建設(shè)的體制障礙;三是嚴(yán)格落實(shí)生態(tài)文明建設(shè)的相關(guān)法律政策,加大環(huán)境監(jiān)管力度;四是構(gòu)建強(qiáng)有力的生態(tài)文明文化,提升全面生態(tài)文明意識(shí);五是優(yōu)化生態(tài)布局,有度有序利用自然;六是加強(qiáng)治理修復(fù),嚴(yán)守生態(tài)紅線。
[Abstract]:The construction of ecological civilization is the guiding principle for the scientific development and sustainable development of economy, and its task is strategic and innovative. The importance and complexity of the construction of ecological civilization determines that the government must participate in and perform important functions. This paper focuses on how the government can play a role in the construction of ecological civilization in the county. This paper starts with the construction of ecological civilization in Yiyuan County, Shandong Province, and studies the functions of the county government in the construction of ecological civilization. This paper starts with the theory of ecological civilization, government and ecological civilization construction. This paper analyzes the present situation of government functions in the construction of ecological civilization in Yiyuan county, and at the same time, analyzes the problems and causes that are facing it, which is also the focal point of the research work, which is based on the actual work of Yiyuan County. Six countermeasures will be put forward to optimize the government functions in the construction of ecological civilization in Yiyuan County. One is to establish a scientific concept of development, to further strengthen the responsibility of the government in the construction of ecological civilization, and the other is to comprehensively deepen the reform of the administrative system. The third is to strictly implement the relevant laws and policies of the construction of ecological civilization, to strengthen environmental supervision, fourth, to build a strong ecological civilization culture, to enhance the overall awareness of ecological civilization; Fifth, optimize the ecological layout, use nature in an orderly manner; sixth, strengthen the management and repair, strictly observe the ecological red line.
