【摘要】：伴隨著水環(huán)境問題的不斷加劇,水環(huán)境審計按照生態(tài)文明建設的要求在持續(xù)深入開展。由于水環(huán)境審計的核心-評價指標體系存在不完善、不系統(tǒng)、不科學、不均衡、不統(tǒng)一等諸多問題,導致水環(huán)境審計的自身功能難以有效發(fā)揮。基于此,圍繞水環(huán)境審計的內涵與特點展開,通過對比分析兩則水環(huán)境審計的案例,提出構建評價指標體系的重要意義,并從審計程序中各階段指標的特征入手,歸納為審計計劃、實施及終結和后續(xù)審計的兩大階段,在各階段分別設定財務指標、合規(guī)指標及效益指標,運用層次分析法對水環(huán)境審計指標體系進行了重新構建。
[Abstract]:With the continuous aggravation of water environment problems, water environment audit is carried out in accordance with the requirements of ecological civilization construction. Because there are many problems in the core of water environment audit, such as imperfect, unsystematic, unscientific, unbalanced, disunity and so on, it is difficult to give full play to the function of water environment audit. Based on this, focusing on the connotation and characteristics of water environment audit, through the comparative analysis of two cases of water environment audit, this paper puts forward the significance of constructing the evaluation index system, and starts with the characteristics of the indicators in each stage of the audit procedure. It is summarized as two stages of audit plan, implementation and termination and follow-up audit. Financial index, compliance index and benefit index are set up in each stage, and the water environment audit index system is rebuilt by using analytic hierarchy process (AHP).
