【摘要】：為探明全國(guó)空氣污染最嚴(yán)重的京津冀城市群的空氣污染防治路徑與效果,系統(tǒng)整理了2013年以來(lái)國(guó)家和地區(qū)實(shí)施的空氣污染防治措施,提出了分層跨區(qū)多向聯(lián)動(dòng)的大氣污染防治模式,并基于對(duì)比評(píng)價(jià)2014~2015年13個(gè)城市112個(gè)監(jiān)測(cè)點(diǎn)的SO_2、NO_2、PM_(10)、PM_(2.5)、O_3、CO等大氣主要污染物的監(jiān)測(cè)數(shù)據(jù),評(píng)價(jià)了大氣污染的治理效果.結(jié)果表明,HCML模式包括由國(guó)家-城市群-城市構(gòu)成的分層縱向聯(lián)動(dòng)構(gòu)架,協(xié)同多個(gè)省市行政區(qū)的跨區(qū)橫向聯(lián)動(dòng)管治方式以及涉及產(chǎn)業(yè)準(zhǔn)入、能源結(jié)構(gòu)、綠色交通、跨區(qū)援助、監(jiān)測(cè)預(yù)警和會(huì)商問(wèn)責(zé)等內(nèi)容的協(xié)同多向聯(lián)動(dòng)機(jī)制.通過(guò)模式實(shí)施,2014~2015年城市群的空氣質(zhì)量顯著改善,除O_3外,空氣污染物濃度顯著降低,高污染范圍由北向南顯著縮小,其中PM_(2.5)、PM_(10)、SO_2、NO_2和CO的年均濃度分別下降17.84%、14.61%、37.55%、4.82%和16.18%;除NO_2外,污染物全年空氣達(dá)標(biāo)天數(shù)明顯增加.在今后的治理過(guò)程中,HCML應(yīng)該轉(zhuǎn)向治理主體多元化軌道;創(chuàng)新排污監(jiān)管與問(wèn)責(zé)模式,完善公眾監(jiān)督機(jī)制;推進(jìn)京津冀協(xié)同立法,精準(zhǔn)打擊污染行為;針對(duì)當(dāng)前大氣污染的核心問(wèn)題與需求創(chuàng)新治理路徑;加強(qiáng)科普宣傳,以提升公眾環(huán)境倫理意識(shí)保障源頭減排.
[Abstract]:In order to find out the path and effect of air pollution prevention and control in Beijing-Tianjin-Hebei urban agglomeration, which is the most serious air pollution in China, the air pollution prevention and control measures implemented by countries and regions since 2013 have been systematically sorted out. A multi-directional air pollution prevention and control model is put forward, and based on the comparative evaluation of the monitoring data of the main atmospheric pollutants, such as so _ 2O _ (2) O _ (2.5) O _ 3CO and so _ 2O _ (2) O _ (2) O _ (2) O _ (2) O _ (3) CO in 112 monitoring sites in 13 cities from 2014 to 2015, the effect of air pollution control is evaluated. The results show that the HCML model consists of a hierarchical and vertical linkage framework composed of a country, a city agglomeration and a city, a horizontal and coordinated governance pattern in collaboration with several provinces, cities and administrative regions, and involving industry access, energy structure, green transportation, and cross-regional assistance. Monitoring of early warning and consultation accountability and other elements of the coordinated multi-direction linkage mechanism. The air quality of the urban agglomeration improved significantly from 2014 to 2015, with the exception of O\ +\ {3\}, the concentration of air pollutants decreased significantly and the range of high pollution decreased significantly from north to south, in which the annual concentrations of PM2.5 / PM10 / so _ (10) so _ (2) and CO decreased by 17.84 ~ 14.61% and 16.18% respectively, with the exception of no _ 2, and so _ (10) O _ (10) O _ (10) O _ (2) and so _ (10) O _ (10) O _ (10) O _ (10). The number of days for pollutants reaching the standard of air increased significantly throughout the year. In the future, HCML should turn to the pluralistic track of the main body of governance, innovate the mode of pollution regulation and accountability, perfect the mechanism of public supervision, promote the coordination of legislation between Beijing, Tianjin and Hebei, and accurately crack down on pollution. Aiming at the core problem and demand of the current air pollution, we should strengthen the propaganda of popularizing science in order to promote the public's environmental ethics consciousness and guarantee the emission reduction at the source.
