【摘要】：正提拔官員重民意,不獨為當下熱詞,古代官場也很重視。在我國,官場重視民意由來已久。堯舜禹時期就是一個"公推公選"領導的時代,但那是原始社會,即使在封建社會,無論是兩漢推行的"察舉制",還是魏晉南北朝的"九品中正制","民意"在提拔官員中分量不容忽視,甚至在魏晉南北朝時期,還出現(xiàn)了一個專門品評各級官員的"清議"階層。他們以儒家的倫理道德為依據(jù),臧否人物。即使你身無分文,如果受到"清議"大腕們的表揚,那么恭喜你,你很有可能去朝廷當官了;相反,為官者一旦觸犯清議,便會丟官免
