從“制度紅利”到“制度陷阱”——嘉慶十四年的漕務(wù)改革與制度困境

【摘要】:嘉慶初政,統(tǒng)治者想通過(guò)"咸與維新",試圖整頓當(dāng)時(shí)嚴(yán)峻的漕運(yùn),然這一期望隨著嘉慶十四年(1809)各省漕弊的大量揭露而破產(chǎn)。面對(duì)日益嚴(yán)重的漕運(yùn)困境,嘉慶帝再一次掀起了一場(chǎng)全國(guó)性的治漕運(yùn)動(dòng)。然而因?yàn)橹贫鹊穆窂揭蕾、帝王品行等因?中國(guó)古代社會(huì)的統(tǒng)治者根本無(wú)法跳出舊制度的束縛。此外,因?yàn)闆]有培育出一種認(rèn)同制度、敬畏制度的文化生態(tài),讓制度和人形成良性互動(dòng),這也是其中的一個(gè)重要原因。
[Abstract]:In the early government of Jiaqing, the rulers tried to rectify the severe water transport at that time through "salty and reform", but this expectation went bankrupt with the massive revelations of the disadvantages of the provinces in the 14th year of Jiaqing (1809). In the face of the increasingly serious predicament of water transport, Emperor Jiaqing once again set off a national campaign to control channels. However, because of the path dependence of the system and the conduct of emperors, the rulers of ancient Chinese society could not jump out of the shackles of the old system. In addition, because there is no cultivation of a kind of identity system, awe of the cultural ecology of the system, so that the system and people form a benign interaction, which is also one of the important reasons.
