【摘要】：政治制度是立國(guó)之本,政治制度的好壞決定著國(guó)家的興衰,所以政治制度問題的研究向來(lái)是歷史研究者們不可忽略的。宋代的政治制度是相當(dāng)復(fù)雜的,盡管研究宋代政治制度的著作和論文有很多,但仍有一些地方尚待深入探討。本文以神宗朝的官制改革作為研究背景,闡述宋神宗以前北宋中央官制的基本運(yùn)行情況及弊端,總結(jié)宋神宗朝官制改革的具體過(guò)程及新官制的基本運(yùn)行模式,進(jìn)而討論神宗朝官制改革帶來(lái)的諸多影響。主要部分如下：第一部分,宋神宗以前北宋中央官制的基本運(yùn)行模式及其存在的諸多問題。第二部分,宋神宗熙寧年間對(duì)中央官制的局部調(diào)整,主要針對(duì)中書門下的相關(guān)部門的設(shè)置以及“恢復(fù)”。通過(guò)對(duì)這些部門的調(diào)整,改變了北宋前期政事、財(cái)事、軍事相分離的局面,提高了中央機(jī)構(gòu)的辦事效率。第三部分,分析宋神宗元豐年間對(duì)中央官制的整體改革,即三省制的“恢復(fù)”。著重闡述宋神宗年間的三省制并不是簡(jiǎn)單地照搬唐初的三省制,而是將唐初的三省制與宋初的兩府三司制相結(jié)合確立的新的三省制。第四部分,分析神宗年間中央官制改革帶來(lái)的諸多影響。
[Abstract]:The political system is the foundation of the establishment of the country, and the good or bad of the political system determines the rise and fall of the country, so the study of the political system has always been something that can not be ignored by the historical researchers.The political system of the Song Dynasty is quite complex. Although there are many works and papers on the political system of the Song Dynasty, there are still some aspects to be deeply explored.This article takes the official system reform of Shenzong Dynasty as the research background, expounds the basic operation and malpractice of the central official system in the Northern Song Dynasty before Song Shenzong, summarizes the concrete process of the official system reform in the Song Dynasty and the basic operation mode of the new official system.Then discussed the Shenzong government system reform brought many influences.The main parts are as follows: the first part, the basic operating mode and problems of the central government system in the Northern Song Dynasty before the Song Shenzong.The second part, Song Shenzong Xining partial adjustment to the central government system, mainly for the establishment of relevant departments under the book and "recovery."Through the adjustment of these departments, the separation of government, finance and military affairs in the early Northern Song Dynasty was changed, and the efficiency of the central organs was improved.The third part analyzes the overall reform of the central government system in the Yuan Feng period of Song Shenzong, that is, the restoration of the three provinces system.It is emphasized that the three provinces system in Song Shenzong period is not a simple copy of the three provinces system in the early Tang Dynasty, but a new three province system established by combining the three provinces system in the early Tang Dynasty with the two provinces and three divisions system in the early Song Dynasty.The fourth part analyzes the influence of the central government system reform in Shenzong period.
