【摘要】：魏源稱道光六年試辦海運漕糧"費僅百四十萬",河運幫費"絲毫無有焉";而主持海運全局的琦善向皇帝密陳海運所用皆為外籌辦漕雜費,不但絲毫未費帑項,且較河運省費甚多。經(jīng)考證,海運之費不僅包括海上水運之費,還包括首尾兩段的內(nèi)陸河運之費,合計白銀1424380兩,其中州縣幫費銀約1007880兩、帑項約416500兩。琦善深知道光帝只不過把海運視為權宜之計,為迎合道光帝吝惜帑項的心理,故意把海運費用窄化為海上水運之費,又把飽受詬病的河運幫費說成是海運雜費,以邀功沽寵。魏源明知海運用了河運幫費而稱河運幫費"絲毫無有焉",反映了他希望興海運以除漕弊的變革大計。
[Abstract]:Wei Yuan said that Daoguang's six-year trial operation of seaborne grain "cost only 1.4 million yuan", and that the river transport gang fee was "nothing at all." while Qixun, who presided over the overall maritime transport situation, used all of them for the purpose of organizing external transportation channels and miscellaneous expenses, and not only did they not cost the slightest amount of money, but not only did they not cost the slightest amount of money, And more than river transport cost savings. The cost of sea transportation includes not only the cost of sea and water transportation, but also the cost of inland river transportation in the first and last sections. The total amount of silver is 1424380, of which 1007880 are for the state and county, and about 416500 for the moneys. Qixishan knows that Emperor Dao Guangdi only regards shipping as an expedient measure. In order to cater to Tao Guangdi's mentality of saving money, he deliberately narrows the cost of sea transportation to the cost of shipping by sea, and also describes the much-criticized river transport gang fee as a miscellaneous fee for sea transportation, in order to invite meritorious service. Wei Yuan, who knew that the river transport fee had been used by the sea, said that the river transport gang fee was "not at all absent", reflecting his great plan to reform the shipping industry in order to eliminate its disadvantages.
