【摘要】：至德二年(757),劍南道被分為東川和西川兩個(gè)藩鎮(zhèn),雙方在十年時(shí)間內(nèi)經(jīng)歷了“三分兩合”的曲折發(fā)展歷程,東川鎮(zhèn)的轄區(qū)才基本固定下來(lái)。東川鎮(zhèn)自立以后,走上了獨(dú)立發(fā)展的道路。東川鎮(zhèn)的地方官員主要包括節(jié)度使、使府僚佐、州刺史三類,他們?cè)诘胤街卫碇姓紦?jù)十分重要的地位。作為一個(gè)順地藩鎮(zhèn),東川鎮(zhèn)地方官員的出身、任免、考課和遷轉(zhuǎn)情況具有自身的特點(diǎn)。在元和前和唐末兩個(gè)時(shí)段,東川鎮(zhèn)地方勢(shì)力的發(fā)展特別突出,大量土豪進(jìn)入地方官僚系統(tǒng),如鮮于家族和嚴(yán)氏家族。東川鎮(zhèn)自身的實(shí)力弱小,在唐末的三川亂局中,只能依托于周邊強(qiáng)藩,來(lái)維持自身的獨(dú)立。東川鎮(zhèn)的地方長(zhǎng)官積極地進(jìn)行地方治理,主要體現(xiàn)在以下三個(gè)方面:第一,整編軍隊(duì)、平定盜寇,維護(hù)了轄區(qū)內(nèi)的穩(wěn)定。第二,通過(guò)興修水利、減輕賦稅,促進(jìn)了經(jīng)濟(jì)發(fā)展。第三,大力推進(jìn)文教事業(yè),改造民風(fēng)民俗。當(dāng)然,在地方治理的過(guò)程中,不可避免地存在著吏治腐敗問(wèn)題,元稹所寫的《彈奏劍南東川節(jié)度使?fàn)睢芳词菍?duì)東川鎮(zhèn)內(nèi)的吏治腐敗現(xiàn)象的深刻揭露。東西兩川本為一體,分立之后,雙方的關(guān)系變得十分復(fù)雜。東西兩川之間既有相互依存的一面,也有矛盾對(duì)立的一面。
