【摘要】： 城市是人類社會的生產(chǎn)力發(fā)展到一定階段的產(chǎn)物，是社會進步的標志。就近代中國而言，城市又是社會和經(jīng)濟現(xiàn)代化的策源地。19世紀末20世紀初，青島作為殖民城市在外力的推進作用下迅速崛起，并經(jīng)歷了早期的不成熟的現(xiàn)代化。此間，為了實現(xiàn)在東亞建立商業(yè)根據(jù)地的目的，德國針對青島天然的區(qū)位優(yōu)勢，設(shè)立膠海關(guān)，實行自由地區(qū)制度，并以港口、鐵路等基礎(chǔ)設(shè)施為依托，積極發(fā)展對外貿(mào)易，使青島在十幾年內(nèi)由一個蕞爾漁村一躍成為中國北方影響深遠的國際性商埠。出于經(jīng)濟發(fā)展和軍事統(tǒng)治的需要，德國殖民當(dāng)局建立了以膠澳總督為首的相對獨立的城市行政機構(gòu)，引入近代交通、通訊，規(guī)劃城市建設(shè)，改良公用事業(yè)，興建西式建筑，從而擴大了城市的職能和容量。城市集聚效應(yīng)吸引了大量異質(zhì)人口向青島遷徙，拉動了城市的人口結(jié)構(gòu)和社會文化生活向現(xiàn)代變遷，因而青島成為中國早期現(xiàn)代化的先行地帶，這不僅為二三十年代青島城市的進一步發(fā)展奠定了經(jīng)濟和社會基礎(chǔ)，而且對山東乃至華北區(qū)域的現(xiàn)代化進程產(chǎn)生了深遠影響。 本文擬以德租時期(1898—1914)青島緘市早期現(xiàn)代化的表征為線索，客觀評述外力條件下青島開埠的進步作用及向現(xiàn)代城市嬗變過程中的積極因素，剖析19世紀末20世紀初青島城市的發(fā)展動力及經(jīng)驗教訓(xùn)，，以期為當(dāng)今城市的現(xiàn)代化建設(shè)提供可供借鑒的歷史參照。
[Abstract]:The city is the product of the development of the productive forces of human society to a certain stage and the symbol of social progress. As far as modern China is concerned, cities are the birthplace of social and economic modernization. At the end of the 19th century and the beginning of the 20th century, Qingdao, as a colonial city, rose rapidly under the influence of external forces, and experienced the early immature modernization. In order to achieve the purpose of establishing a commercial base in East Asia, Germany, in view of Qingdao's natural geographical advantages, set up customs offices, implemented a free area system, and actively developed foreign trade on the basis of infrastructure such as ports, railways, etc. Qingdao has grown from a tiny fishing village to a far-reaching international commercial port in northern China in more than a decade. For the sake of economic development and military rule, the German colonial authorities established a relatively independent urban administration headed by the Governor of Jiao-ao, introducing modern traffic, communications, planning urban construction, improving public utilities, and building western-style buildings. Thus expanding the function and capacity of the city. The effect of urban agglomeration attracts a large number of heterogeneous population to migrate to Qingdao, and promotes the population structure and social and cultural life of the city to modern changes, so Qingdao has become the leading zone of China's early modernization. This not only laid the economic and social foundation for the further development of Qingdao city in the 1920s and 1930s, but also had a profound influence on the modernization process of Shandong and even North China. This paper, based on the indication of the early modernization of Tsingtao (1898-1914), will objectively comment on the progressive role of Qingdao's opening port under external force and the positive factors in the process of its transmutation to modern city. This paper analyzes the motive force and experience of Qingdao city development at the end of 19th century and the beginning of 20th century in order to provide a historical reference for modern city construction.
